You have:

PURPOSE OF CONSULTANCY
To support delivery of the key components of the WHO/European Union Evidence into Action Alcohol project (EVID-ACTION), the WHO Regional Office for Europe is seeking a consultant with a background in public health, experience in alcohol policy and competence in producing and revising technical and scientific papers and reports. In particular, the consultant will support the development of practical technical tools and training on Alcohol Screening and Brief Intervention with a focus on Primary healthcare, workplace and social services settings
BACKGROUND
With the EVID-ACTION project, the WHO Regional Office for Europe in close cooperation with the European Commission will support countries in scope to implement best practices and capacity-building activities, to disseminate knowledge so as to reduce alcohol consumption and harms, in line with the targets of the UN Sustainable Development Goals. WHO will regularly inform and discuss progress with the Commission and may be invited to engage in the SGPP Cancer sub-group when relevant issues are discussed. Activities of EVID-ACTION include:
a) Capacity building: strengthening the expertise and sharing of experience of countries in scope, civil society and academics through the development of an action-based policy network, utilising WHO’s focal point network on alcohol, including convening annual meetings and developing a training programme and technical tools, based on assessment of the needs of the countries in scope. The training courses and technical tools will support alcohol policy implementation of brief interventions.
b) Working with Member States, NGOs, civil society and other stakeholders, including people with lived experience, and academics to increase health literacy and public knowledge of the links between alcohol consumption and cancer and to build advocacy for policy actions to reduce cancers attributable to alcohol.
c) Supporting Member States/countries in scope to implement evidence-based brief interventions building on previous achievements. Use of the synergies of two other WHO flagship initiatives, such as the Pan-European Mental Health Coalition and Empowerment through Digital Health, to facilitate implementation of evidence-based screening and brief interventions in primary healthcare, the workplace and social services.
DELIVERABLES
- Deliverable 1: Provide technical inputs to the review of existing SBI resources and data addressing alcohol in three different settings (PHC, workplace and communities), including identification and analysis of existing toolkits and gaps, to complement existing work on the area developed by WHO.
- Deliverable 2: Develop a concept of an online platform where the identified SBI tools can be presented in the form of an online repositorium, coordinate the activities between experts and relevant stakeholders involved and the communication officers working on the online presence of the EVID-ACTION platform .
- Deliverable 3: Develop the content proposal and concept/prototype for a digital tool to be used in PHC contexts and preventive services to measure alcohol use and potential risks, based on ongoing research projects co-led by WHO, and support the piloting in two countries.
- Deliverable 4: Prepare an outline and a first draft of a technical report on best practices, barriers and facilitators in providing SBI for alcohol in the European Union, including a deep dive into country examples and case studies, closely coordinating the activity with the ongoing BRIEF project of the SNI unit.
- Deliverable 5: Prepare a dissemination event for EVID-ACTION and all Member States.
QUALIFICATIONS
Educational Qualifications
Essential: Master’s degree in health sciences, public health, sociology or relevant social sciences. Desirable: Research experience related to implementation of Screening and Brief Interventions (SBIs).
Experience
Essential: At least 5 years of experience of implementing alcohol Screening and Brief Interventions (SBIs). Experience of conducting research, policy reviews and of developing high-quality technical documents. Experience in communicating with different stakeholders including government, academics, public health bodies and civil society groups. Project management experience.
Desirable: Experience working in international cooperation and bilateral international agencies.

REMUNERATION
a. Remuneration: Band B (USD 350 - 499) b. Expected duration of contract: 11 months. Tentative commencement date: end of April or early May 2023.
