You have:
- Master's degree in social sciences or equivalent experience
- Minimum 5 years of relevant professional experience with a Master's degree or 7 years with a Bachelor's degree
- Relevant knowledge and skills in Gender, GBV, child safeguarding, and PSEA
- Familiarity with the UN Harmonized Assessment Tools
- Fluency in English and Arabic is required
- Knowledge of another UN official language is an asset
- Experience working in developing countries and emergencies is considered an asset

Safeguarding and Protection from Sexual Exploitation and abuse (PSEA)are at the core of UNICEF’s mandate. As a lead agency in child protection and GBV globally; UNICEF is mandated to strengthen the protection of children and women from all forms of violence including SEA and is committed to creating environments where the population we serve is safe and respected by humanitarian and development personnel and they can access services without fear of SEA.
In line with the United Nations Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners, UNICEF is required to conduct PSEA assessments for all partners prior to entering into partnership agreements. The objective of the PSEA Assessment and the recently harmonized PSEA Assessment Toolkit is to facilitate a sustained improvement in SEA prevention measures and a reduction of SEA risks in programme implementation across the development sector.
By August 2023, UNICEF needs to ensure the transition to an inter-agency approach through the application of the UN Harmonized PSEA Assessment Tool and therefore all new and/or existing high risk, moderate and low risk partners will need to be (re)assessed. The key objective of the procedure and its implementation is to determine/assess UNICEF IPs’ organizational PSEA capacities and support them as relevant to reduce the risk of sexual exploitation and abuse in UNICEF implementing partnerships.
Having in mind the strict deadline and a high volume of partnerships, UNICEF is in need of a consultant to be able to accelerate the (re)assessment procedure and meet the deadline. The consultant will be in charge of conducting (re)assessments, capacity building trainings and development of PSEA and Child safeguarding Action Plans for organizations that reflect identified areas of improvement on PSEA.

- An advanced university degree (Master’s or higher) in social sciences *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- A minimum of 5 years of relevant professional experience with a Master's degree and 7 years with a Bachelor's degree.
- Relevant Knowledge and Skills in Gender, gender-based violence (GBV), child safeguarding and Protection from Sexual Exploitation and Abuse (PSEA).
- Familiarity with the PSEA Assessments/UN Harmonized Assessment Tools.
- Proven expertise and/or ability to conduct capacity building trainings and assist partners in the development of action plans that reflect identified areas for improvement on PSEA
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English and Arabic is required. Knowledge of another official UN language ( Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
