BACKGROUND

In line with UNICEF’s aim to simplify work processes, the Programme Guidance Unit (PGU) under the Programme Effectiveness Team (PET) is embarking on a simplification and digitalization of the country programme planning process. The digital Situation Analysis, known as the SitAn OMEGA, is the first step of the simplified and digitized planning of country programmes. The SitAn OMEGA, born out of the New Generation Situation Analysis Guidance released in 2019, which was initially envisioned as a format of the analysis has evolved into a framework that presents the state of child rights in the country together with bottlenecks and strategies.

The SitAn OMEGA is based on robust evidence and analysis of the situation of children in the country. It presents a child rights-based framework that presents 22 dimensions of children’s rights. The analysis presented forms the foundation of the next step of the programme planning process which is prioritization. The SitAn OMEGA is hosted in SharePoint and available internally to UNICEF at present. It is envisioned to be transitioned to the full digital planning system in the next few months.

The purpose of the assignment is to develop a number of SitAn OMEGAs by 1) supporting countries who are currently in the process of developing their analyses and/or 2) convert existing SitAn reports into the digital framework. The selected individual is expected to develop an estimate of seven SitAn OMEGAs from the seven UNICEF regions.

Terms of Reference / Deliverables

Scope of Work:

An individual expert consultant will develop between an estimate of seven SitAn OMEGAs from the seven UNICEF regions to provide a proof of concept for the simplification and digitalization of the programme planning process. The scope of work includes:

  1. review recent and ongoing Situation Analysis giving priority to reports produced under the new Guidance
  2. provide an overall critical assessment of what extent and degree the available analysis provided at the CO level is sufficient to substantiate the 22 Child Rights dimensions of the analytic framework of the Omega SitAn
  3. put into the SitAn OMEGA framework a selected number of analyses
  4. collaborate with PGU staff members to validate the analyses converted into the SitAn OMEGA framework
  5. consult Regional and country offices working with the Programme Guidance Unit
  6. document learnings from the process of converting existing and emerging Situation Analyses into the OMEGA framework by way of short briefing note (3-6 pages)

Deliverables:

The selected individual is expected overall to provide a proof of concept for the simplification and digitalization, kick-start the process by providing a viable digital system and provide learnings to speed up conversions in the current system.

Qualifications

  • Master’s degree in Social sciences, International Development, Law, Communications, Journalism, IT and/or related fields
  • At least five years’ work experience in the field of development and/or research with demonstrable responsibilities involving digital platforms/processes and/or innovations
  • Experience with the UN and/or an international NGO an asset
  • Demonstrated knowledge of digital platforms/processes, in particular SharePoint, and/or innovations
  • Demonstrated understanding of UNICEF Situation Analysis and/or other country level research
  • Skills presenting data and indicators
  • Excellent writing skills as evidenced by previous work published or unpublished

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11)
  • Upload copy of academic credentials
  • Financial proposal that will include: your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
