Duration: 250 days between September 15th 2022 – August 31st 2023

BACKGROUND

The UNICEF Child Protection Strategy 2021-2030 envisions a world where all children are free from violence, exploitation, abuse, neglect and harmful practices. The primary focus of this Strategy is prevention. Our ambition is to scale up evidence-based prevention approaches to the population level – not only in the core Child Protection sectors of Social Welfare and Justice, but also in Education, Health, Social Protection and other sectors with strong and clear accountabilities to deliver child protection outcomes. In addition to our core focus on universal prevention, UNICEF will ensure that no child is left behind: we will work with partners to target interventions on children at greatest risk of child protection violations. These include children in humanitarian/crisis settings, children with disabilities, children deprived of parental care, and children experiencing other forms of discrimination and exclusion. Where children are experiencing violations, UNICEF will work with partners to strengthen access to response services to prevent recurrence and provide care, support and justice. To deliver these Objectives, the Strategy adopts three core interlinking programming strategies: 1) To effectively address the behavioural, social, cultural and economic determinants of child protection violations at scale 2) To support inclusive and effective child protection systems in preventing and responding to child protection violations, and 3) To effectively prevent and respond to child protection violations in humanitarian situations.

UNICEF co-leads The Alliance for Child Protection in Humanitarian Action (the Alliance), a global network of operational agencies, academic institutions, policymakers, donors and practitioners that facilitates inter-agency technical collaboration on child protection in all humanitarian contexts. The Alliance sets standards and produces technical guidance for use by the various stakeholders, particularly field practitioners, in alignment with UNICEF’s Child Protection Strategy 2021-2030 and UNICEF Strategic Plan 2022-2025. The purpose of the assignment is to support the Alliance with planning, reporting, monitoring and evaluation (M&E), grant management, and fundraising activities for the Alliance Secretariat, Working Groups and Task Forces (WG/TF).

Terms of Reference / Deliverables

Scope of Work:

The consultant will support planning, grant management, monitoring and reporting activities of the Alliance, including day to day follow up on contracts and procurement processes. In addition, the consultant will support convening efforts of the Alliance, in particular the Annual Meeting for Child Protection in Humanitarian Action. The key tasks under this consultancy include:

Task 1. Monitoring and Evaluation

  • Establish and implement an M&E framework/system for the Alliance work-plan and strategic plan
  • Collect and process data and results from agency-led projects to assess progress
  • Work with the Secretariat, and WG/TF to put in place a strategy and methodology to measure the impact of the Alliance work, including its standards, guidelines, and knowledge products

Task 2: Manage grants

  • Manage a central system to facilitate management of all grants.
  • Follow up with UNICEF and Alliance grant holders to ensure timely spending of grants
  • Maintain detailed understanding of budget flows and the impact of this on budget forecasting, and produce regular updates on financial performance

    Task 3: Support planning processes for the Alliance

  • Support the secretariat, WGs and TFs on annual workplan revisions and updating

  • Prepare and execute plans for work-planning process (current cycle is 2021-2025)

Task 4: Ensure timely reporting on Alliance activities

  • Support preparation of donor reports by all WGs, TFs and grant holders in a timely fashion
  • Lead on annual reporting against the work-plan and strategic plan
  • Provide inputs to UNICEF annual and mid-year planning and reporting exercise
  • Prepare a mid-term review of the Alliance Strategy implementation (2021-2025)

Task 5: Contracting and procurement

  • Provide support to the UNICEF coordinator on procurement, contracting, recruitment and other relevant tasks
  • Provide adhoc support to WGs and TFs as needed, such as identifying service providers to support the activities of the WGs and TFs.

Task 6: Support Alliance convening efforts

  • Support the organization of the Annual Meeting for Child Protection in Humanitarian Action.
  • Support the organization of webinars, conferences, etc. as necessary
  • Support the organization of internal Alliance meetings (face to face or remote)

Task 7. Support the Secretariat on key activities as needed

  • Support the implementation of the 2021-2025 Alliance Strategy
  • Support the implementation of the Alliance fundraising strategy
  • Other support as necessary

Timeframe:

This consultancy is being recruited for 250 working days between September 15th, 2022, to August 31st, 2023.

Qualifications

(1) Education

  • University degree in relevant field, preferably in social work, public health, international affairs, psychology or development studies
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, and MS Outlook.
  • Excellent English, both oral and in writing. Working proficiency in either French, Spanish, or Arabic, is an asset.

2) Work experience, knowledge and expertise required

Work experience and essential technical skills

  • At least 5 years of relevant experience in humanitarian or development sectors
  • Strong writing and editing skills for publication
  • Experience with planning and report writing, ideally within a network space
  • Demonstrable M&E skills
  • Familiarity with the Minimum Standards for Child Protection in Humanitarian Action and other fundamental documents related to the CP sector is desirable
  • Experience with managing events is desirable
  • Experience in child protection in humanitarian settings is an asset.
