BACKGROUND

UNICEF seeks to recruit a consultant to serve as a Project Coordinator to support the Vaccine Demand Hub (DH) and its defined scope of work. Reporting to UNICEF SBC Adviser/vaccine demand team lead, the incumbent will support the effective functioning of the Hub, monitor governance mechanisms; provide administrative support to the DH; support the Hub website and Knowledge Management, resources and tools; support desk research on key priority topics in demand for immunization.

In recognition of the need for greater alignment and coordination of partners engaged in demand promotion, the Demand Hub was established in 2018. The Hub is a consortium of partners including UNICEF, WHO, CDC, BMGF, GAVI, JSI, IFRC, USAID. UNICEF has been providing technical leadership, management and coordination support to the Hub since its establishment.

The Hub is a successful partnership model and has/continues to develop global tools and guidance on demand promotion including on COVID 19. Tools and guidance are rolled out rapidly though the networks of partners. New global guidance such as IA2030 and GAVI 5.0 requires the partners working in the demand space to work together and develop global goods, support capacity building and provide coordinated support to regions and countries in order to contribute to protect children from vaccine preventable diseases in zero dose and under-vaccinated areas.

The scope of the interventions that the Hub leads on has also expanded-requiring dedicated human resource support to coordinate; project manage the partnership and operational work of the DH including the interface with regions and countries. DH coordinator will also support the leadership team to convene and discuss strategic discussion to guide the Hub; support in facilitating effective partnerships between organizations engaging in demand work; assist the development of new guidance and tools for emerging issues and new vaccine introductions; support knowledge management including support for the Hub website to be more interactive and facilitate technical sessions in emerging areas and development of community of practice among others. The DH coordinator will also support the Hub to respond to ongoing needs of COVID 19 vaccine uptake in order to avoid fragmentation and for smooth integration of COVID-19 vaccine into routine immunization.

Terms of Reference / Deliverables

Reporting to the Senior Adviser- SBC/Team lead and in close collaboration with the SBC Specialists in the team, the incumbent is responsible for DH coordination as follows:

  1. Partnership Engagement & Administration
  • Support development of strategies to improve Hub processes & partnership engagement opportunities, including alignment of funding & technical collaborations and growth of expanded Hub membership.
  • Coordinate day-to-day administrative and collaboration functions; organize monthly calls of the Hub, leadership team calls and quarterly calls of the expanded partners
  • Produce and disseminate succinct meeting minutes of the DH meetings with action points delineated, and follow-up with responsible parties on action points
  • Organize two Face to Face meetings of DH leadership team & two expanded DH meetings each year
  1. Support Demand Hub workplan:
  • Support the development of DH workplan and deliverables, calendar of events; and monitor and track coordinated progress
  1. Capacity Building
  • Support Hub workstreams to develop global goods on demand: demand guidance, strategies, generic terms of reference of demand specialists etc.
  • Provide coordination support to conduct capacity building training and knowledge sharing webinars through the Hub-including socialization of IA2030 agenda
  1. Content Development/Research
  • Support Hub workstreams and leadership team to develop supporting materials for including presentations, blog content, short briefs and other materials
  • Support desk research in priority areas of demand, as needed and produce a short summary of the content of the research
  • Support in mapping and creating a profile of 10 priority countries for vaccine demand-coordination mechanisms, structures, human resource, strategies, interventions etc.
  1. Knowledge Management:
  • Assist maintenance of a Hub website and KM platform in coordination with the leadership team, workstreams, and partners for content development; to maintain resource repository and troubleshoot technical issues
  • Produce and disseminate a newsletter (e.g.: with content on upcoming events, stories from the field etc.), every quarter with inputs from the workstreams

Qualifications

1.) Education

University master's degree in public health, social science or a relevant field.

2.) Work experience

At least five years of progressive experience with two solid years’ experience in international health and/or support to C4D related programming

Proven track record in programme management and complex multi-stakeholder partnerships coordination

3.) Competencies

Strong analytical, oral & written communication skills

Proven experience in producing knowledge products

Experience working in UN systems and partners is an asset

Self-starter with ability to plan and execute projects in a timely manner with strong planning and organizational skills

Ability to strategic and conceptual thinking

Excellent written and verbal communication in English.

Good judgment, initiative, high sense of responsibility, tact and discretion.

Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
