UNICEF MENARO will co-organize HLM24 with the regional offices of ILO, UNDP, UNFPA and UNESCO, with UNICEF taking the lead on the management of the event. An Event Management Company (EMC) will be appointed to support the logistical arrangements, staging and delivery of the High-Level Meeting which will take a hybrid model combining both physical and virtual attendance. Virtual attendance mechanisms will be employed to enable broader stakeholder engagement and representation at the High-Level Meeting. HLM24 will be preceded by several round tables in the lead up to the event itself where stakeholders will have the opportunity to exchange best practices and identify opportunities for furthering the agenda on young people’s journey from learning to earning. HLM24 will be held in Tunis, in June 2024. The purpose of this consultancy is to support UNICEF MENARO in the planning and implementation of HLM24. The consultant will be working closely with UNICEF MENARO and UNICEF Tunisia to ensure preparation and successful delivery of the event (including documentation/knowledge management tasks in UNICEF MENARO in preparation of the event).

Scope of Work:

Scope of Work: The Consultant will support communications, knowledge management/documentation, logistics/event coordination in preparation of HLM24.

The TASKS AND RESPONIBILITIES include the following:

Overall:

· Develop a workplan for the tasks at hand in preparation of HLM24, covering support to logistics/event coordination, communication, and documentation/knowledge management.

· Providing support to the work of the UNICEF MENA RO HLM24 taskforce to deliver HLM24 in time, within budget and to a high standard.

Logistics/event coordination, including providing support to:

· The development of high-quality Terms of Reference for the Events Management Company in collaboration with RO ADAP section, supply section and Tunisia Country Office, and other stakeholders as relevant, based on HLM22 good practice.

· The selection process of the service provider (planning of the steps in the selection process, support selection panel, tabulation etc.) in collaboration with supply section.

· The management of the Events Management Company in accordance with the TOR, ensuring timely and high-quality implementation.

· Preparatory mission to Tunisia (estimated May 2024)

The on-site delivery of HLM24 in Tunisia as required, in close collaboration and coordination with MENA RO ADAP and Tunisia Country Office as part of the organizing committee.

Communication (internal and external), including providing support to:

· Communication and outreach in the lead-up to HLM24, in close collaboration with UNICEF Comms and with focus on French language communication.

· On-site support to communications during the event itself, as required and in close collaboration with the UNICEF Comms team.

· Comms with regard to youth engagement and participation throughout the lead-up to HLM24 and the event itself in collaboration with UNICEF Comms team (including young people’s capacity building on the safe use of social media channels, online communications through social media etc.)

· Compilation of HLM24 final report in close collab with technical and comms colleagues from other UN agencies (process management)

Documentation/knowledge management, including providing support to:

· The development of UNICEF HLM24 programmatic sessions on digital learning, second chance education and green skills/jobs.

· The process of preparation of background documents informing the HLM24 technical sessions (timeliness, design, distribution)

· The creation of external communication materials with focus on the technical areas within UNICEF’s remit, including:

o Linking young NEET with second chance education and decent work

o Linking vulnerable young people (including young people on the move) to digital learning pathways

o Linking vulnerable young people (including young people on the move) with green skills and jobs

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in one of the following fields: Communications, Journalism or
  • Marketing.
  • At least 2 years of relevant work experience
  • One year of UNICEF or UN experience
  • Experience in education sector and/or youth sector.
  • Proven experience of project management, internal and external comms, working across different teams.
  • Strong knowledge of use of different design platforms/software (such as Adobe Design Premium, In-Design, Corel Draw, etc.)
  • Proven experience in producing high quality written documents.
  • Experience in supporting a team is an asset.
  • Experience in production targeting children and/or youth is an asset.
  • Strong language skills (written and spoken) in French, Arabic, and English required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
