The overall strategic goal of the ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative, technology-enabled digital solutions for better outcomes for children.
How can you make a difference?
Under the direction of the Business Relationship Manager (Partnerships) and the Operations Specialist as matrix manager, this position provides general ICT program/project management and administrative support for a range of projects and portfolios to ensure their smooth running and implementation. The consultant prioritizes tasks and organizes work independently based on general direction from the supervisor and carries out a broad range of activities including but not limited to work planning, documentation management, reporting and logistics support. The consultancy will act as backfill for the Project Associate in the Solution Center and Support Section for the duration of the parental leave. The consultant will also act as backfill for the Project Associate in the Digital Centre of Excellence in Nairobi when required.
Key responsibilities:
1. Program/Project planning and execution support (Business Relationship Management Partnerships Team and Solution Center and Support Section) • Under the direction of the supervisor, research, analyze, verify, summarize or aggregate relevant qualitative and quantitative data. Draft or support development of documents, presentations, reports and proposals on program/project arrangements. • Coordinate inputs from various stakeholders and follow up on the preparation of updates on activities, reports and reviews. • In coordination with authorizing officers and project managers ensure the management of project human resources such as consultants, interns etc. (drafting of note for records and work/change orders, advertisement, shortlisting, interviews etc.) including third party vendors. Keep abreast of the ICT and broader Organizational Long Term Agreements portfolio. • Undertake duties as directed by the supervisor to support the delivery and implementation of projects.
2. Program/Project documentation and reporting support (Business Relationship Management Partnerships Team and Solution Center and Support Section) • Prepare monitoring and reporting information in support of relevant portfolio efforts. • Draft correspondence/communications/documentation, briefing notes and reports contributing to the achievement of program/project objectives. • Under the direction of supervisor or project managers, maintain program/project portfolio document repository, including project team site and Project Portfolio Management tool as appropriate. Generate reports and dashboards.
3. Program/Project and office administrative support (Business Relationship Management Partnerships Team, Solution Center and Support Section, Digital Centre of Excellence) • Provide program/project-relevant work inputs to Administrative and Finance Associate for processing vendor registration and invoices, travel, execution of contractual and other transactions, reserving meeting location and conference rooms, monitoring financial expenditures, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and follow up. • Arrange appointments and maintain supervisor’s calendar. Organize and manage project-related meeting logistics including taking responsibility for finalization of meeting agenda, invitations, etc. Ensure that participants are properly informed and connected to online conferences, presentation documents uploaded, recordings are stored, etc. Take and publish meeting minutes, communicate assigned action items. • Maintain calendar of travels and important events relevant for the section. Ensure that professional memberships are up to date. Help organize events, conference, webinars, etc. • During absences and annual leaves back up Administrative and Finance Associates as per schedules agreed with the supervisor.
4. HR Administration (Operations) • Complete proposed divisional org structure and post change requests for the Chief Information Officer’s approval. Follow up with Division of Human Resources and Budget Section for action as required. • Undertake the creation, modification, renewals and funding of temporary appointments. Participate in the renewal of Fixed-term contracts. • Participate in the recruitment, onboarding and offboarding processes of Fixed-term, Temporary Appointments, consultants, interns and staff on stretch assignments. • Perform any other relevant duties assigned by supervisors.
Reporting structure: The consultant will report to the Business Relationship Manager, Partnerships and the Operations Specialist as matrix manager.
Duration of contract: 11.5 months
Travel: This consultancy assignment will be remote based and has no anticipated travel.
Financial Proposal: Please indicate your ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable). Applications submitted without a daily/monthly rate will not be considered.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
