UNICEF Supply Division (SD) leads the global supply function in UNICEF, delivering $4.5 billion of supplies and services for children every year. Part of these supplies are procured and delivered by Supply Division on behalf of UNICEF Country Offices, while other supplies come through the channel of Procurement Services (PS), where UNICEF procures and delivers on behalf of partners.

The SD Procurement Services Centre (PSC) is responsible for general policy oversight on Procurement Services, coordination and monitoring of Procurement Services activities, and providing partnership guidance and support to Supply Division Centers and Country Offices working on Procurement Services activities. For UNICEF programme orders with large supply components this oversight is also needed as well as coordination and monitoring support to Supply Division Centres and Country Offices. The consultant will work on these items.

How can you make a difference?

• Identify opportunities to position UNICEF as a key implementing partner for the new World Bank (WB) Financial Intermediary Fund (FIF) for pandemic Prevention, Preparedness and Response (PPR) and other initiatives;
• Identify and work closely with UNICEF HQ divisions, ROs and Country Offices COs, as well as Supply Division Business Units (BU), on UNICEF programme Memoranda of Understanding (MoUs) and agreements with supply components;
• With the Procurement Services Manager, provide advice to Supply Division, UNICEF Country and Regional Offices on partnership management when there are supply components, including specific advice on relationship management, developing new partnerships and maintaining existing partner relations, and tailoring of partnership management to specific needs;
• Provide partnership lens oversight on supply chain components of such MoUs and agreements and facilitate BU engagement early on from planning to full execution, working closely with all relevant internal and external stakeholders;
• Supporting the Procurement Services Manager in the development of concept notes including strategy documents for operations, and exceptions;
• Establish and maintain relations with internal partners and external development partners through the development of mutual coordination and communication mechanisms in close coordination with the PSC Policy and Partnership Unit.
• Coordinate closely with UNICEF HQ resource mobilization teams (PPD, PFP) to cultivate relations with key external partners including donors, identify and pursue funding opportunities, and share information on UNICEF’s supply functions and capabilities. Work with these teams and relevant CO or RO colleagues to co-design and advance programme agreements that include supply elements.

Key Deliverables.

• Identify opportunities to position UNICEF as a key implementing partner for the new World Bank (WB) Financial Intermediary Fund (FIF) for pandemic Prevention, Preparedness and Response (PPR) - 25%
• Advise on engagement with IFIs on programmes with supply components and ensure coordination across SD and with CO and ROs - 35%
• Maintain tracker and map of agreements with supply components with third party funding - 10%
• Develop concept note and strategy document on SD engagement with IFIs, specifically WB - 20%
• Conduct training for ROs and COs for engagement with IFIs on procurement services - 10%

To qualify as an advocate for every child you will have…

• Masters in Political science, business administration, finance, project management, finance or related field
• Five years professional work experience in partnership management, diplomacy, procurement, project management, or related field.
• Proven experience in project management related to the international public and commercial sector.
• Knowledge of Public Procurement principles
• Sound experience working with International Financial Institution’s donor mandates, structures and procedures in the development area .
• Minimum 3 years’ of experience in resource mobilization.,
• Knowledge and experience of UNICEF Procurement Services processes and guidelines.
• Excellent verbal and written communications skills.
• UN experience necessary. UN Country office experience desirable

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
