BACKGROUND

Purpose of Activity/Assignment:

The main purpose of the assignment is to implement UNICEF’s strategy on climate resilient environmentally sustainable Primary Health Care (PHC) infrastructure including planning and implementing Health Facility Solar Electrification (HFSE) and Health Care Waste Management (HCWM) interventions in priority countries. PHC is a major part of the 2022-2025 strategic plan, ensuring all children survive and thrive with access to quality primary health care. UNICEF’s HCWM initiatives provides health facilities with sustainable waste management solutions and tests innovations in managing the healthcare waste as whole. This provided hygiene, safety of children from exposure to infectious and hazardous waste and provide protection to health workers to perform both routine and lifesaving health services for hard-to-reach children and communities. HCWM is a growing priority, and a critical step for strengthening Primary Health Care (PHC) to achieve the SDGs. Likewise, solar electrification of health facilities contributes to achieving the SDG 3,7 and 13 provides reliable and clean energy for Primary Health Care (PHC) Facilities to offer improved essential health services and access to health services.

UNICEF PG, with GAVI, Africa-CDC and Global Fund are supporting priority countries in devising innovative solutions for HCWM. Therefore, UNICEF seeks to engage a qualified consultant to facilitate UNICEF country offices, donors, and government counterparts, on planning, and quality implementation of HCWM and HFSE initiatives in different countries, as described in below in detail.

Scope of Work:

The PHC consultant will engage in the following activities for the total period of 20 months starting from 1st November 2023. The agenda of strengthening the primary healthcare infrastructure is implemented through the initiatives of health facility solar electrification and addressing comprehensive needs of Healthcare Waste Management in high burden, high impact countries.

The consultant is expected to engage with UNICEF Programme Group, Supply Division, Regional Offices, Country Offices and Government of following countries:

Healthcare waste Management Phase - 1/ Countries: Botswana; Malawi; Somalia; Tanzania; Mongolia; Nigeria; Ethiopia; Sierra Leone

Health Facility Solar Electrification: Phase - 1 / Countries: Nigeria; Ethiopia; Pakistan; Zambia; Kenya; India; Uganda; Iraq; Turkmenistan; Uzbekistan; Eswatini; Lebanon; Liberia

Potential Phase - 2 / Countries: Côte d'Ivoire; Ghana; Niger; Uganda

Potential Phase - 2 / Countries: Mozambique; Madagascar; Malawi; Egypt; Sri Lanka; Philippines; Fiji and Pacific Islands

1. Create country profiles on Healthcare Waste Management

The consultant will engage with countries for creating country profiles on waste management: Situational analysis through formal assessment and costed and phased improvement plan, including consolidation of plans at global levels and guide countries in planning and conducting the formal assessments in phased approach.

Key deliverables with milestones for this workstream are:

1.1 Through the engagement of 3PL TA, conduct situational analysis and improvement plan reports of high priority countries.

2. Implementation of waste management improvement plans for focus countries

Consultant will draft the donor facing investment cases for countries and monitor the progress in implementation of action plan developed as part of formal assessments and provide technical advice in HCWM technology solutions suitable to context to draw key conclusions from plans for investment needs.

2.1 Develop investment cases (documents) for countries on Healthcare Waste Management

3. Case studies for publication

Consultant shall draft the document of case studies on waste management and solarization of health facilities with photos library for internal UNICEF publication purposes.

3.1 Draft case study for UNICEF publication (document with photos) on Waste Management Implementation from country experience

3.2 Draft case study for UNICEF publication (document with photos) purposes on Solarization Implementation from country experience

4. Implementation of solarization strategy

Consultant shall consolidate country solarization plans at a global level and draw key conclusions from plans for investment needs. Consultant will develop business case(s) for donors, advise internal UNICEF teams and activities, e.g., to support Supply Division on essential solar equipment and service criteria for LTAs and advise countries in implementation of solarization plans.

4.1 Develop investment cases (documents) for countries on solarization of health facilities

5. Capacity building

Consultant shall engage with countries in strengthening global capacity on technical and programmatic waste management and solarization initiatives. The consultant shall facilitate global and country workshops, trainings, webinars as planned. Consultant shall expand the existing TechNet forum for waste management and solarization topics with recent updates.

4. Workstream 4: Implementation of solarization strategy

- Investment cases (documents) for countries on solarization of health facilities in phase 1 and 2 - 30 June 2025

- Workstream 5: Capacity building Develop schedule of webinars & workshops and facilitation of the planned sessions - 30 June 2025

Travel:

Travel: (if applicable) Extensive field missions to 5 or more countries

Expected to travel for 10% of time, international travel, to HFSE potential pilot countries, field visits expected to remote areas (Possible Countries: Countries listed in Phase-I and II)

Qualifications

1) Education

- Relevant master’s degree/specialization in business administration or public health

2) Work experience

- Minimum 5 years working experience in professional agency

- Experience of working with multi agencies, preferably UN at global and country level

- Experience on project tracking and management

- Experience with site data collection, monitoring and database management.

- Knowledge of energy efficiency and energy conservation concepts.

- Working experience with cold chain logistics and immunization program.

- In depth experience of CCEOP platform.

- Track record of innovations in data management- specifically with immunization programs.

Requirements:

- Completed profile in UNICEF's e-Recruitment system and upload copy of academic credentials

- Technical proposal with methodology for deliverables and timelines

- Financial proposal that will include:

- Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
