Contract

This is a Consultancy contract. More about Consultancy contracts.

UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, Hope

Purpose of Activity/Assignment: Preparation of a GCF Readiness proposal focusing on DRR, education and intersectoral collaboration for four African countries (the Gambia, Guinea, Guinea-Bissau, and Sao Tome and Principe).

How can you make a difference?

Background and purpose

If you are a committed, creative professional and are passionate about making a lasting difference for children, and have expertise in the field of climate change, the world’s leading children’s rights organization would like to hear from you. For more than 70 years, UNICEF has been working in 190 countries and territories to promote children's survival, protection and development. As the world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, safe water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation and HIV and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

UNICEF works towards the realization of the rights of children as prescribed in the Convention of the Rights of the Child. Over the past decade, climate change - which affects all children’s rights - has become a top priority for UNICEF. As a matter of fact, the climate crisis is a child rights crisis.

UNICEF Regional Office for West and Central Africa (WCARO), in partnership with UNICEF Country Offices and National Designated Authorities (NDAs) from four countries (the Gambia, Guinea, Guinea-Bissau, and Sao Tome and Principe) is planning to develop of a multi-country Readiness proposal to be submitted to the Green Climate Fund (GCF). UNICEF was confirmed as a GCF Delivery Partner for Readiness funding in February 2020.

These four countries are highly vulnerable to climate change – Guinea and Guinea-Bissau rank 4th in UNICEF Children’s Climate Risk Index (2021), the Gambia is globally among the top ten countries most vulnerable to coastal erosion and sea-level rise, Guinea-Bissau and Sao Tome and Principe are both LDCs and Small Island Developing States (SIDS) – and all four share common challenges, including: vulnerability to similar climate impacts due to their geographical proximity (for the first three) and coastal/SIDS status; limited access to climate finance and institutional capacity, specifically in the areas of disaster risk reduction and inter-sectoral collaboration; and a lack of clearly defined climate investment plans and capacity to develop quality concept notes to access funding from GCF and other sources in a complementary manner.

UNICEF Country Offices in the four countries have recently strengthened their collaboration with NDAs, including by conducting Climate Landscape Analysis for Children in 2022 (Guinea) and 2024 (Guinea-Bissau), or planning to (the Gambia, Sao Tome and Principe). In all countries, UNICEF Country Offices are partnering closely with Ministries of Education, in view of building the sector’s climate resilience, through WASH in school programming, disaster preparedness, youth engagement and joint resource mobilization initiatives. In Guinea, UNICEF is currently contributing to the development of a new national DRR strategy. In Guinea-Bissau, UNICEF supported the Government in organizing a national dialogue on climate change in May 2024, paving the way for a revised climate policy framework. This included child and youth consultations, and the integration of youth representatives in the government delegation attending the fourth SIDS Conference from 27-30 May 2024.

The NDAs have requested UNICEF support to develop a GCF Readiness proposal addressing the challenges and barriers identified collaboratively with UNICEF and sectoral Ministries. A preliminary proposal outline – focusing on disaster risk reduction, the education sector and inter-sectoral collaboration - was drafted for some of the countries.
