The Regional ICT & Digital Innovation Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide support in reviewing and developing resources related to UNICEF programme planning, monitoring and evaluation for technology-enabled initiatives to be referenced/included in the Technology Playbook. The Playbook is envisioned to provide a common methodology for our ICT/T4D colleagues when working on Technology for Development (T4D) initiatives to accelerate UNICEF’s results for children.

Work Assignment:

Description of the Assignment:

The Consultant will provide specialized support in the review and development of PME resources that are/will be referenced in the Technology Playbook. S/he will assist with the review and development of relevant resources, including templates, standard operating procedures (SOPs), terms of reference (TORs) of the highest possible quality.

The consultant’s duties will include:

  • Work closely with the regional ICT and Digital Innovation, Programme Planning and Evaluation Units and if needed, with HQ units
  • Provide quality assurance and technical inputs on PME resources and references in the Technology Playbook and ensure their adherence to the UNICEF PME approach
  • Produce resources including templates, Standard operating procedures (SOPs), terms of reference (TORs) related to UNICEF PME processes and procedures for the Technology Playbook
  • Provide technical assistance and inputs on the integration of technology into UNICEF programming lifecycle of planning, monitoring and evaluation

Work Schedule:

Work plan and schedule will be agreed upon start of the contract by the consultant and contract’s Supervisor.

End Product(s):

The PME Consultant for T4D is expected to review, create and update templates references in the Technology Playbook. Deliverables include:

  • Review and update resources and material related to PME of UNICEF programmes in the Technology Playbook to ensure they follow the UNICEF PME approach
  • Create and update guidance on integrating T4D in programme planning, implementation, monitoring, reporting, evaluations and humanitarian contexts.
  • Review and update current templates, standard operating procedures (SOPs) and terms of reference (TORs) included in the Technology Playbook to ensure they follow the UNICEF PME approach
  • Create or update standard PME templates, standard operating procedures (SOPs) and terms of reference (TORs) for a T4D use-case
  • Create or update standard UNICEF evaluation templates, standard operating procedures (SOPs) and terms of reference (TORs) for a T4D use-case
  • Create two samples of all PME templates to include in the Playbook as a reference
  • Provide technical inputs on integration of T4D during the UNICEF Programming Lifecycle activities of Planning, Monitoring and Evaluation

Duration of Contract: 21 working days during November 1st to November 30th 2021.

Working Location:

Due to the current travel restrictions, the consultant will work from his/her premises. The contractor will be responsible for acquiring resources and facilities required for its completion.

Priority will be given to candidates either located in Bangkok, Thailand or in a time zone location within 3 hours of GMT +7 (Bangkok).

To qualify as an advocate for every child you will have…

Education:

Advanced university degree or higher in social sciences, with specialization in evaluation, economics, with specialization on economics, statistics and/or social policy, education, early childhood development or similar disciplines

Experience:

  • A minimum of eight years of professional work experience is required at the national and international levels in supporting programme planning, monitoring and evaluation activities and in evaluation management.
  • Demonstrated experience in supporting PME activities for technology-enabled field-based programmes in the region
  • Strong analytical, quantitative, and qualitative research skills; Ability to communicate MEL concepts clearly with leadership, partners, and staff at all levels
  • Technical knowledge/expertise in demography, statistics, and data management
  • Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods
  • Demonstrated experience in developing documentation, and report writing; Experience in documenting lessons learned, successes, failures, and best practices
  • Experience with professional software engineering practices and best practices for the full software development life cycle
  • Relevant work experience related to knowledge management, development of training programmes/materials focusing on ICT and digital innovation
  • Extensive experience in development of web-based tools or intranets, specifically a strong understanding of the O365 and SharePoint online environment
  • Demonstrated creativity, ability to think systematically, willingness, and ability to incorporate innovative solutions
  • Ability to manage and execute multiple tasks with little supervision while meeting sometimes inflexible deadlines
  • Excellent communication skills
  • Experience working with multi‐cultural and multi‐disciplinary stakeholders simultaneously
  • Experience working with social impact and international development space
  • Candidates located in Bangkok or in a time zone location within maximum 3 hours of GMT +7 (Bangkok) are preferred.

Language Requirements:

Excellent written and verbal communication skills in English required.
