People that Deliver (PtD) was established in 2011 to advocate for a systematic approach to human resources (HR) for health supply chain management (SCM). PtD is a global coalition focused on technical leadership in HR for SCM. Its unique feature is that member countries and organizations are expected to be the vehicles for the provision of services and funding. It builds on the experiences of board members to advocate for change at a global and country-level. PtD has an agreement with the Global Fund to implement activities that will support Global Fund’s catalytic investments and strategy for the period 2017-2022. The impact of Global Fund’s catalytic funding aligns with PtD's transformative direction for 2018-2020 in which PtD is promoting stewardship and leadership at the national level to address the health supply chain workforce needs and advocating for the development of a competent, supported supply chain workforce deployed across the public and private sectors within the health system. OBJECTIVE:

PtD is seeking a consultant for a four-week assignment with knowledge of the health supply chain environment in the Ukraine to assist a PtD lead consultant in conducting a rapid diagnostic review of Human Resources for Supply Chain Management (HR4SCM) and Training Needs Analysis (TNA). The objectives of this review are to identify and address the strengths and weaknesses of key aspects of HR4SCM in the Ukraine and identify immediate training needs in procurement and supply chain management. The consultant will liaise with key stakeholders at the Ministry of Health, Public Health Center, Central Procurement Agency, UNDP, UNICEF and the USAID Mission in Ukraine. It is anticipated that the review will provide data and a solid foundation for development of a HR4SCM roadmap, with a possible training strategy and training plan. The recommendations resulting from the diagnostic will help inform the Global Fund grant for the period of 2021-2024 which includes training requests and funding requests for additional Global Fund grants.

DESCRIPTION OF ASSIGNMENT:

An integrated pharmaceutical supply chain ensures efficient and timely delivery of health commodities and essential medicines to the target population. An integrated solution comprises three technical areas: (i) Warehousing and Distribution, (ii) Health Product Management Information System, and (iii) Finance and Business Practices. Each of these areas requires specific cadres of human capacity and competence. The PtD human resources (HR) for supply chain management (SCM) rapid diagnostic tool identifies and addresses, in broad terms, the strengths and weaknesses of key aspects of HR for SCM.

This tool is based on a comprehensive Theory of Change framework developed by a team of human resources for supply chain management (HR4SCM) experts from PtD, USAID, and UNICEF. Since its development in 2018, the PtD “Building Human Resources for Supply Chain Management Theory of Change (HR4SCM ToC)” has been adopted as the foundational document for health supply chain workforce development interventions. The HR4SCM ToC explains the relationship between a variety of factors that affect health supply chain capacity development interventions. It provides a structure that can be used to prioritize the workforce interventions required to make improvements or changes needed to strengthen health supply chains. The ToC methodology enables supply chain practitioners to understand and articulate the pathway of change that connects interventions in HR to health supply chain performance improvements and, ultimately, to improved health outcomes.

The HR4SCM rapid diagnostic tool allows for limited preparation and in-country time, and minimum training of the local team. The guide and data-collection tool are easy to use and largely self-explanatory. The tool is suitable to be applied to all levels of the national health supply chain.

The Training Needs Analysis (TNA), developed by UNICEF, provides a set of resources for country-driven and low cost SCM training, mapping, analysis and planning. It provides a systematic way to identifying training based on defined SCM competencies within the public health supply chain. The HR4SCM rapid diagnostic review and TNA is a combined exercise.

As a first step the HR4SCM rapid diagnostic is applied to systematically assess the four pathways (Staffing, Skills, Working Conditions and Motivation) that need to be in place for optimal staff performance. The HR4SCM rapid assessment can be applied to all levels of the supply chain: Primary (National, Central), Sub-National (State, Regional, Provincial), Lowest Distribution Point (District), and Service (Health Facility). It can also be used to assess the HR of parastatal and private for-profit supply chain agencies. If the HR4SCM rapid diagnostic recommends a detailed skills mapping, then a TNA is applied as a second step to determine immediate competency gaps and allows organizations to align training opportunities to immediate needs. The TNA offers a structured and sustainable approach to training through detailed skills mapping, analysis and planning that is country driven.

The HR4SCM ToC and TNA typically takes around eight working days of in-country work to implement, (depending on how many levels are assessed) and additional ten days for preparation, data analysis and report writing. The in-country application comprises of stakeholder buy-in, data gathering and consolidation of findings. The data gathering process follows a kick-off meeting with key stakeholders, focus groups and a validation workshop. Focus groups are usually comprised of 8-10 people, working within the same supply chain organization or government entity but representing different levels, departments and roles. Interviews are typically held with senior-level staff but can also be key informants who were not part of a focus group but were identified by in-country stakeholders as having pertinent information and experience that would benefit the activity. The validation workshop at the end of the assessment is held for key stakeholders, including high-level government authorities, to review data, confirm findings, validate recommendations, and determine next steps and follow-up action.

The review report may help the in-country stakeholders to identify critical gaps in HR4SCM, prioritize and address some of these gaps through existing Global Fund grants.

The Consultant will work with a lead PtD consultant and the Global Fund local team on the following tasks:

  • Support with the review of background documents provided by the Global Fund, MOH and other national stakeholders i.e. previous SCM assessments, supply chain strategies, SCM professionalization efforts, etc. And provide a synopsis of any documents not available in English
  • Support the convening of a stakeholders’ meeting at the beginning of the activity that includes high-level government authorities, national stakeholders, Global Fund grant implementers and other in-country partner and stakeholders to explain the assessment and build buy-in for the process
  • Support the coordination and conducting of interviews and focus groups with key stakeholders, making sure to include stakeholders working at different levels in the supply chain
  • Support PtD lead consultant in conducting a Training Needs Analysis with designated stakeholder groups, assist with interpretation as needed
  • Support the convening of a concluding stakeholders’ meeting that includes high-level government authorities, national stakeholders, in-country partners and the Global Fund grant implementers to review data, confirm findings and validate recommendations, and reach a consensus on assessment details
  • Conduct a debrief with MOH officials, the Global Fund grant implementers and other partners and agree on next steps

It is envisioned that this work will take place over 20 working days, starting 23 November and concluding 18 December 2020.

Further specification on individual activities will be specified and agreed after contracted.

QUALIFICATION REQUIREMENTS:

Education:

University degree is required, preferably in relevant field (e.g., human resource management, public health, supply chain management, international development studies, procurement, logistics, or other quantitative degree). Applicable work experience can substitute in cases where university degree is not aligned to a relevant field.

Work Experience:

At least five years in national supply chain systems strengthening, at the global, national, and local levels in developing-country settings.

PAYMENT TERMS:

The consultant will produce the following deliverables aligned to the payment schedule indicated as a percentage:

Minutes of meeting completed stakeholders’ meeting at the beginning of the activity that includes high-level government authorities, national stakeholders, Global Fund Principal Recipients and other in-country partner and stakeholders to explain the assessment and build buy-in for the process – 50%

Minutes of meeting of completed stakeholders’ meeting and minutes of meeting of completed debrief with MOH officials, other Global Principal Recipients and partners at the end of the exercise – 50%

The above percentages are indicative, final payment schedule will be based on the financial proposal from the successful consultant, on the understanding that all payments will be against deliverables as outlined above. No advance payments are possible.

Before payment is made the deliverables will be evaluated according to the following indicators: timeliness (meeting deadlines), achievement of goals, and quality of work (approval of reports by People that Deliver (PtD) Executive Manager).

RENUMERATION:

Payment commensurate with experience. No other remunerations apply.
