BACKGROUND

Data when used well can transform delivery of results for children. The unprecedented availability and capabilities globally to collect, analyse and use data about children’s lives stemming from the digital and data revolutions, can inform targeted and more effective decision-making to support the delivery of results towards the achievement of child rights. At the same time, this rapid transformation also calls for UNICEF to strengthen its effort in safeguarding children from risks and potential harm that these changes might present through harnessing responsible data practices and building data capabilities across the organization to use data well. This at the core of data as a “change strategy” in UNICEF’s Strategic Plan (2022-2025), to accelerate the achievement of the SDGs for children. People and their capacity are at the heart of delivering both on the potential of data to drive results for children and the need to minimize any risks and harms due to the production and analysis of data and use of insights. They will drive the success of the UNICEF data strategy aligned with the UN Secretary General (SG) data strategy. Therefore, the People and Culture Roadmap, as a key enabler of UNICEF’s new data strategy, focuses on promoting a culture of data use across UNICEF, strengthening data capabilities and equipping staff with the skills and tools they need to work with partners to ensure data is used well to achieve children’s rights. This roadmap ambitiously seeks change in every team, change by those who lead teams and/or manage programmes that collect, analyse and communicate data and for data users to know what questions to ask about data, and how to apply the conclusions in their work.

Strong synergies with internal and external partners will be key to the success of this roadmap. The roadmap for People and Culture will align with the capacity development efforts under the Digital Transformation strategy and UNICEF’s Innovation strategy, and UNICEF’s overall efforts to bring more coherence to its evidence function. An integrative approach is proposed – learning as we go from UNICEF’s partners in the public and private sectors who have or are undergoing similar transformations. As much as possible, the roadmap builds and hooks into existing channels of engagement and capacity development and strive towards a coherent global approach to capacity development. Foundational to this work is the recent development of a Data Capability mapping and operating model for the data function in a country/regional office. The flexible model allows offices to conduct an assessment of existing and relevant data capabilities based on program context and offers options for strengthening data capacities across different roles in an office.

In order to test and rollout UNICEF’s data capability model, the office of the Chief Data Officer at UNICEF is seeking the support of a consultant to provide critical support for the implementation of the roadmap on People and Culture, as part of UNICEF’s global Data Strategy. To support the achievements of these initiatives, UNICEF requires the services of an external consultant to support the following three areas:

  • Refine and expand UNICEF’s data capability model for country and regional offices, through and iterative approach of testing the model in 2-3 country office contexts, while seeking feedback from key stakeholders, and alignment with capacity development efforts by Office of Innovation (OoI) and ICT Division, and the wider Planning, Monitoring and Data Analytics model from DAPM.
  • Support the development of practical guidance on how to apply the model in different country contexts and for different types of use cases, including by writing a succinct summary and step plan, in collaboration with supervisor and other members of the team, and documenting practical use cases with relevant capabilities required for delivery.
  • Design engaging learning pathways and a toolkit for foundational data learning, including by identifying and mapping out relevant existing resources available across the DAPM Data Team that support the different data capabilities in the model. The learning pathway is expected to propose different methods of engagement to build staff capacity over a 18-24 month period of time. These methods can include communities, Agora learning modules, guidance on SharePoint, webinar series, Human Centered Design approaches, and should be grounded best practices related to organizational design and transformation.

Purpose of Activity/Assignment:

To support the achievements of these initiatives, UNICEF requires the services of an external consultant to test and roll out UNICEF’s data capability model.

Scope of Work:

UNICEF requires the services of an external consultant with an in-depth knowledge of capacity development who will work remotely to support the Chief Data Officer in strengthening data capacities. While the deliverables include an estimated number of days, these numbers are a rough estimate, the payments will be made based on the satisfactory completion of each deliverable in their entirety, and receipt of invoice and will not based on the number of days worked.

Terms of Reference / Deliverables

In close collaboration and working with the UNICEF Chief Data Officer, the incumbent is responsible for the following eight deliverables:

  • Development of a rolling detailed workplan for the consultancy, including a detailed methodology for each deliverable developed of best practices and in consultation with the supervisor - Detailed workplan agreed in consultation with Supervisor (estimated effort: 5 days)
  • Support the development of practical guidance on how to apply the model in different contexts and for different types of use cases - PPPX Resource page on the Data Capability model (estimated effort: 10 days)
  • Design a learning pathway for foundational data learning - Toolkit with internal and external resources to support capacity development (estimated effort: 10 days)
  • Support the development of practical guidance on how to apply the model in different contexts and for different types of use cases - Documentation of sample use cases (at least 5) to illustrate the practical application and value of the model (estimated effort: 10 days)
  • Refine, test (remote and through country missions) and expand UNICEF’s data capability model for country and regional offices - Detailed (expanded) description of the data capability model, including material for communication around the model (visuals, etc.) (estimated effort: 20 days)
  • Design a learning pathway for foundational data learning - Proposal for a detailed costed capacity development plan (learning pathway) to strengthen foundational data skills (estimated effort: 6 days)
  • Refine, test (remote and through country missions) and expand UNICEF’s data capability model for country and regional offices - Final report of consultations and testing, including suggestions for revisions to the model (estimated effort: 25 days
  • Travel - Round trip economy ticket plus DSA and terminal benefits to two programme country locations (one combined trip of two weeks). Destination is The Philippines and Indonesia. From March 3rd, 2024 to March 10th 2024 in The Philippines (7 days) and from March 11th 2024 to March 18th 2024 in Indonesia (7 days). This is subject to change based on the requirements of the consultancy.

Qualifications

(1) Education

  • An advanced university degree (Master’s) in data related field, international development public policy or another area relevant to the work outlined above is required.

2) Work experience

  • An advanced university degree (Masters) in one of the following fields/disciplines is required in a data related field - international development, public policy or another area relevant to the work outlined above is required.
  • A minimum of five years of professional experience in organizational change management in the area of data/digital transformation, operational consulting or related area.
  • Experience designing, leading and deploying organizational frameworks and operating models
  • Experience working with stakeholders to build capacity and skills.
  • Prior experience working with a multilateral or UN organization is desirable.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education and experience in applying technical solutions to address programmatic issues is highly desirable
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset
  • Project management skills including task prioritization, workflow coordination, and results-driven strategies is desirable

3) Competencies

  • Demonstrated strong writing and presentation skills. Strong analytical and interpersonal communication skills, attention to detail.
  • Ability to translate business needs into technical requirements and translate complex concepts in a simple manner for a non-technical audience is highly desirable
  • Ability to foster excellent work relationships and build alliances with multi‐cultural and multi‐disciplinary stakeholders simultaneously is desirable
  • Ability to manage and execute multiple tasks with little supervision while meeting sometimes inflexible deadlines is desirable.
  • Demonstrated creativity, ability to think systematically, willingness, and ability to incorporate innovative solutions is desirable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
