BACKGROUND

Purpose of Activity/ Assignment:

The United Nations Girls Education Initiative (UNGEI) is a global partnership for gender equality in and through education. Our mandate is to catalyze and galvanize action locally, nationally, regionally, and global for girls’ education and gender equality in education. We bring together diverse partners to support Ministries of Education and other national actors to develop and implement bold commitments to gender equality in education. We convene regional global conversations and action for girls’ education and gender equality in education, including through the leadership of young feminist activists around the world. UNGEI partners include multilaterals, regional umbrella and intergovernmental organizations, national and global civil society organizations, and young feminist leaders.

Despite overwhelming evidence showing the positive impact of girls’ education on health, equity and economic development, active citizenship, resilience building and the ability to combat climate change, government efforts to boost education and end harmful stereotypes have so far failed to deliver significant improvements for girls. Few countries will reach the targets set under SDG 4 and 5 and UNGEI must therefore augment the unique power of its partnership model to mobilize, connect and support more change makers and drive sustained impact for girls.

UNGEI will strengthen its operating model in line with UNGEI’s new 2023-2027 vision, mission, and strategic direction with a focus on

• Harnessing its unique role as a multilateral interlocuter that is “civil society and activist forward” – globally, regionally, and nationally

• Supporting young activists and leaders and elevate their participation and leadership

• Leveraging its position in the inter-governmental space with other UN agencies and entities and with other multilaterals – globally in HQ and in country-level UNCTs

• Bringing more non-traditional (non-education) actors to the education eco-system

The UNGEI Secretariat is governed by UNICEF policies of employment. We strive to uphold feminist and anti-racist principles in how we work and offer flexible work arrangements.

Under the supervision of the UNGEI Director and in close collaboration with the UNGEI team, The Resource Mobilization Consultant will support in strengthening UNGEI’s operating model in line with UNGEI’s new 2023-2027 vision, mission, and strategic direction by identifying areas for strategic multi-year investments based on existing learning briefs, good practices, and evidence of impact. The consultant will assess the strength and growth potential of UNGEI's current partnerships while suggesting ways to strengthen them internally and externally and identify new fundraising opportunities and strategies. The consultant will also seek opportunities to enrich UNGEI’s work on addressing gender stereotypes in schools by forging partnerships beyond the education sector, particularly with private sector champions in fields like marketing, film, books, and toys, to promote un-stereotyping efforts.

Scope of Work:

By 29 February 2024:

• A summary of interviews and/ or surveys with internal and external stakeholders, to identify and articulate UNGEI’s unique selling points, focusing on the “Why UNGEI, “Why Now,” and “How Much” aspects.

• Mapping of UNGEI’s knowledge assets and relationships.

• Desk review of relevant documents relevant to UNGEI’s partnerships and resource mobilization.

By 31 March 2024:

• Comprehensive overview of the most promising appetite, influence, and funding among possible un-stereotyping partners in the government, intergovernmental, private sector, and philanthropic entities.

• List of partners and change makers for UNGEI to target, making connections where appropriate.

By 30 April 2024:

• Up to 3 investment case documents, which can be used as a basis for conversations with current and future funding partners.

By 31 July 2024:

• A set of targeted funder and event messages regularly updated to align with the direction of travel of project.

• A summary of min. 8 conversations on strategy and direction with UNGEI leadership.

By 31 July 2024:

• A resource mobilization strategy and implementation plan aligned with the 2023-27 strategy.

Qualifications

Education:

  • Masters degree/ Advanced university degree in Political Science, Social Studies, Communication, Journalism, Public Relations, Social Sciences, Development, Planning, Business Administration, Knowledge, communication, or a related field. Knowledge and experience in gender and/or education is a plus.

Work experience:

  • Minimum of 10 years of experience in the development sector, with a focus on fundraising, resource mobilization or partnership building.
  • Experience working in an international organization. Good knowledge of the UN system and the international donor landscape.

Competencies/Knowledge:

  • Advanced ability to express clearly and concisely ideas and concepts in written form, Excellent writing skills.
  • Proven ability to conceptualize, plan and execute ideas.
  • Proven ability to effectively manage relationships with donor partners and potential donor groups.
  • Ability to organize meetings, calls and documents that may require the input of multiple sources
  • Proven ability to work both independently and as part of a team.
  • Ability to work in a multicultural environment. Strong team player.
  • Fluency in English is required.
  • Commitment to advancing gender equality, girls’ education, and human rights. Demonstrated commitment to UNGEI values, including feminist principles

Requirements:

Completed profile in UNICEF's e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4

Remarks: Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
