The organization operates at the interface between natural and social sciences, education, culture and communication to foster socio-ecological systems resilience and ensure the readiness of the economic sector to address risks in areas prone to natural hazards. UNESCO also assists countries in building and strengthening their capacities in risks prevention and develops tools for real time scenarios to support them in addressing natural hazard risks. The organization plays a vital role in supporting Member States in the implementation of the Sendai Framework for Disaster Risk Reduction (DRR) (2015-2030), in alignment with the 2030 Agenda for Sustainable Development and the Paris Agreement. The Sendai Framework for Disaster Risk Reduction (SFDRR) aims to achieve seven global targets and four priority actions through calls to understanding DRR, strengthening disaster risk governance, investing in DRR for resilience, and enhancing disaster preparedness for effective response and to “Build Back Better”. The priority actions address the need for political leadership and stakeholders’ engagement at all levels from local to national and international. Accomplishing these actions requires an integrated and inclusive management of various vital measures tapping on economic, structural, legal, social, health, cultural, educational, environmental, technological, political and institutional aspects. In the Arab Region, attaining such comprehensive goal requires continuous and consistent efforts to establish well-rounded communities of politicians, scientists, professionals, practitioners, women and youth capable of participating effectively in the development of DRR strategies and the implementation of SFDRR. The project entitled ‘Urgent Interventions to strengthen Socio-Ecological System Resilience in MENA Region’ funded by the Government of Japan and implemented in Egypt and Jordan, is designed to provide instruments and tools to strengthen ecological resilience and boost the readiness of communities in addressing and managing multiple natural hazards in risks prone areas. This will be achieved through the assessment of local capacity, development of local community based DRR strategies and action plans and offering trainings for trainers with all associated tools and measures to reduce natural hazards risks. **Scope of Work** UNESCO Regional Bureau for Sciences in the Arab States in Cairo intends to develop “Training of Trainers” (TOT) manual and conduct a regional training programme on Integrated and Inclusive Natural Hazards Risk Reduction and Management targeting the Arab countries. The TOT manual and the training will be addressed to multidisciplinary communities made of politicians, scientists, researchers, students, practitioners from all public and private sectors, syndicates and cooperatives, women and youth in the Arab Region. The TOT manual and training aim to: 1. Strengthen institutional, systemathic and individual capacities on DRR management; 2. Improve knowledge and skills on DRR strategies and in addressing risks pre-, during and post multiple natural hazards events; 3. Improve the readiness of national and local actors *inter alia* increase their knowledge on their key roles and responsibilities and strengthen the resilience of these communities in addressing risks of multiple natural hazards including COVID-19 in prone areas located in different land use and management types (i.e. rural, peri-urban and urban areas) 4. Infuse Informed Decisions and Systems Thinking for risks mitigation to enable communities to better address natural hazards risks; 5. Promote Ecosystem-based Disaster Risk Reduction (Eco-DRR), Ecosystem based Adaptation (EbA), Nature based Solutions (NBS), socioeconomic resilience, and response preparedness and recovery for multiple natural hazards in the Arab Region; 6. Ensure technology transfer and exchange of experiences on DRR, Eco-DRR, EbA, and NBS. The consultant shall capitalize partly on the results of the studies executed in Jordan and Egypt under the project (i.e. Local Capacity Assessment (LCA), local community based DRR strategies and action plans and Socio-economic Impacts of multiple hazards including COVID 19) for the development of the TOT manual Framework. He / She will also refer to existing training and teaching manuals and related materials published under the Sendai Framework among other documents. He / She is expected to submit the manual after 10 to 12 weeks from the starting date of the contract. Assignment ---------- **Assignment** Within the framework of the Ecology and Earth Sciences Programme of the UNESCO Regional Bureau for Sciences in the Arab States in Cairo (UCO), under the overall supervision of the Director of UCO and the direct supervision of the Programme Specialist of the Ecology and Earth Sciences programme at UCO, the consultant shall undertake the following tasks: 1. Review the latest training manuals and reports on DRR; 2. Assess the existing learning methodologies to maximize ways to acquire knowledge and build skills; 3. Conceptualize and design the TOT manual and training materials tailored for the Arab Region; 4. Develop the TOT manual including thematic areas addressed, modules, curriculum, sessions, proposed list of keynote speakers, pool of questions for quizzes, materials and associated presentations and graphics, reports and scientific papers, etc. 5. Plan the virtual training agenda and identify suitable mechanisms and schedule to deliver the full TOT package; 6. Conduct the training and evaluate the material given including attendees performance, learning and evaluation; 7. Finalize the TOT package based on participants’ evaluation and feedback. Within these overall parameters, the consultant is expected to submit a technical and financial proposal on which basis you will be evaluated. **Coordination/ Consultation** Regular contact, on weekly basis with EES Programme Specialist and the project coordinator at UCO on the advancement of the assignment and copy the PS, the project’s assistant and coordinator on all correspondence made for the purpose of this assignment. **Deliverables** 1. TOT full package: \[1\] Training Manual including agenda, modules and curriculum of all sessions, \[2\] pool of questions for quizzes; \[3\] List of international and regional experts that will deliver the sessions other than the consultant himself/herself; \[4\] Material of the sessions/courses including associated: podcasts; presentations; reports, working documents, policy papers, and scientific articles; and graphics/infographics. 2. Conduct the virtual training based on the training agenda and schedule. 3. Training report with list of participants and outcomes of the training evaluation and any lessons learned/recommendations for transforming the TOT package into a MOOC hosted on UNESCO DRR Atlas –Arab Region. **TIMETABLE** The consultant shall submit the deliverables by the following dates Number Item Date 1 Inception report including thematic areas addressed, modules topics and list of international and regional keynote speakers March 3, 2021 2 Pre-final version of the TOT manual and programme April 25, 2021 3 Training agenda and material finalised for all sessions to be delivered May 3, 2021 4 Conducting the virtual TOT (NB: Date is tentative) May 16 till 30, 2021 5 TOT report including results of the manual and training evaluation June 10, 2021 6 TOT Full package including pool of questions for quizzes; podcasts; presentations; reports, working documents, policy papers, and scientific articles; and graphics/infographics. June 30, 2021 **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** University degree (PhD level or equivalent) in management of multi-hazards and disaster risk reduction, environmental science, ecosystem and environmental management, and socio-ecological systems and infrastructure resilience. ***Work Experience*** Minimum 10 to 15 years of work experiences in teaching and training especially development of training modules/course curricula catered for multidisciplinary group of participants on disaster risk reduction and disaster risk management, climate change adaptation, and ecosystem resilience and social preparedness; ecosystem-based management, and Nature Based Solutions as well as multilateral environmental agreements and Sendai framework. ***Skills/Competencies*** - Excellent writing and oral communication skills; - Strong organizational, analytical and problem solving skills; - Previous experience with public and privates sectors including NGOs, Syndicate and Cooperatives, UN agencies and/or other international agencies is desirable; - Demonstrable experience in undertaking similar assignments; - Excellent networking, partnership building and interpersonal skills; - Good computer and other IT skills including social media; - Proven ability to work in a multicultural environment and as part of a team. ***Languages*** Fluency (oral and written) in English is required and Arabic is desirable. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
