Result of Service Tangible and measurable outputs of the work assignment

a. Proposal of methodology for a review of the Judicial System Reform. b. Assessment of Venezuela’s Judicial System’s legal framework, and its compliance with international standards. c. Assessment of bills and newly adopted laws related to the Reform, in particular their adherence to international human rights standards. d. Assessment of the current legal framework implementation, with SMART recommendations for how they can be improved. e. Submits a diagnosis report, summarizing the main challenges encountered, strengths/weaknesses of the institutions involved, and recommendations for other areas of technical assistance (including for follow-up of adoption of protocols). f. Presentation and discussion of findings to Venezuelan authorities. g. Creation and elaboration of the Roadmap for Judicial System Reform in a Venezuelan context.

Duties and Responsibilities Under the overall supervision of OHCHR Team Leader in Venezuela, the consultant will support OHCHR team in providing this technical assistance to the Judicial System. The consultant is expected to accomplish the following tasks: - Develop the methodology of the consultancy, by a review relevant recommendations from UN human rights bodies, experts and OHCHR reports in the view of harmonizing national legislation with international human rights norms and standards. The methodology should include a timeframe for the following activities. - Create a diagnosis report, which includes: - Interview and summarize the main concerns of key actors including authorities, civil society, victims, lawyers, academia, international organizations and the Ombudsman Office in relation to the legal framework of the Judicial System and best practices and lessons learned harmful practices, and develop an state of art of the compliance of the Judicial System with international standards. - Analyze bills and newly adopted laws related to the Reform of the Justice System in the BRV according to international human rights standards, in particular the Organic Law on the Reform of the Organic Code of Criminal Procedure; the Organic Law on the Reform of the Organic Penitentiary Code; the Law for the protection of witnesses, victims and other procedural subjects; the Organic Law on the Reform of the Organic Code of Military Justice; the Reform of the Law of the Investigation Police Statute; the Reform of the Law of the Police; the Law of transparency and access to information; and the Organic Law on Habeas Corpus. - Analyze the implementation of the current legal framework related to the Justice System to identify areas of improvement for it to be put in practice based on international standards. - Identify best practices and lessons learned in other countries in relation to judicial and criminal reforms that could be useful to the context in Venezuela. - Present and discuss with key actors findings and recommendations for the reform of the legal framework affecting the Judicial System based on international standards and best international practices. Incorporate observations of these key actors into a Roadmap, which will be the final product. - Performs other related duties as required by the project.

Qualifications/special skills Academic Qualifications: Advanced degree in law or related field Experience: A minimum of 7 years of work experience in criminal procedure law or criminal law and international human rights field is required.

Experience with justice reforms in Latin America or other regions desirable.

Experience preparing and providing workshops and seminars for government officials is desirable. Experience researching and preparing diagnostics is desirable Language: Fluency (oral and written) in Spanish is required, English desirable
