WASH TECHNICAL CONSULTANT – WEST SUMBA, NTT

Background and the Purpose of the Assignment

Save the Children Indonesia seeks a qualified Water Supply and Sanitation engineer as an external collaborator (consultant) to support the leadership, technical, and administrative elements of its ongoing Projects of water-sanitation-&-hygiene (WASH) in Sumba NTT. This program aims to improve nutrition status and reduce waterborne diseases by increasing access to improved water and sanitation. WASH services will be improved through the design and construction of water conveyance and treatment infrastructure.

Key Areas of Accountability and Scope of Work

  • Lead WASH team in the field to do the feasibility study in the target villages.
  • Leading the WASH team to carry out the topographic survey in the villages targeted.
  • Develop detailed implementation planning, procurement plan, and budget projection for WASH projects.
  • Collaborate with the WASH team of Save the Children to do a baseline survey in villages targeted and provide the baseline survey report.
  • In charge of designing and calculating materials needs of the water supply system based on the Save the Children Standard.
  • Collaborate with WASH team to conduct hygiene promotion activities in the field
  • Establish the planning of community approach activities for each targeted village.
  • Mobilize the community in daily bases for each activity according to the planning divined by SC, Local Implementing Partner and community.
  • Organize a preliminary meeting to discuss the project design and establish the level of free community participation.
  • Establishment of water committees for the villages where water point maintenance
  • For each water committee, participation in the writing of a “water committee charter” , giving all necessary details about the committee composition, role and responsibilities
  • Organize the financial and technical training of the water committee members technical Supervisor
  • To provide all necessary training/explanation/advices to communities labours about SC designs before starting implementation of any technical work
  • To be present for each material delivery on site by logistic with quality and quantity check up (by filling the “material delivery form”)
  • Check of good storage of all materials and equipment (not in flooded area, protected from rain…)
  • To monitor all the working sites on a weekly basis and reports all achievements/difficulties/ needs.
  • Provide all necessary technical and physical support to the community labors
  • Be responsible for all the SC tools and equipment used by the community during all the construction activities
  • Make sure that all the security requirements are fulfilled on site: use of helmet, glove, boots, good quality rope, harness, plastic strip or temporally fence to delimit the construction site and prevent children to fall down or to be injured, no generator just near or inside the hole etc…
  • Fill all necessary form: material delivery form, local NGO/contractors monitoring form, tools and equipment monitoring form.
  • Collaborate with WASH team to conduct a simple needs assessment in the potential area targeted.

Deliverables

  • Deliverables are submitted monthly, alongside the invoice, to be reviewed and approved by the supervisor and organization:
  • Monthly and week report
  • Monthly progress Tracker
  • Detail Implementation Plan document and monthly plan
  • Provide any related documentation as required from Save the Children
  • Project site Quality Check

Estimated duration and Field Office

The contract duration is 8 months. The working location is West Sumba NTT province and requires 100% in the field office with occasional monitoring visits to the field.

Qualification or Specialized Knowledge/Experience Required

  • Bachelors University Degree or equivalent in a relevant field.
  • A minimum of 2 years of relevant work experience managing a WASH Project.
  • At least 3 years of experience in managing programs with international NGOs.
  • Able to travel occasionally to project sites.
  • Excellent communication, interpersonal, and negotiation skills and strong verbal and written communications skills in Bahasa Indonesia.
  • Good analytical and conceptual thinking.
  • Good team facilitator.
  • Willingness to stay in remote locations and travel at times in difficult conditions
