Consultancy Needed - Mental Health IEC Material Consultant - USAID MOMENTUM Program - Jakarta

Purpose of Assignment

In April 2022, the Indonesia Ministry of Health (MoH) launched its health transformation agenda, with Primary care transformation, the first pillar, represents the government’s plans to take a more preventive and promotive approach to health, increasing access to integrated services across the life cycle by bringing quality primary health services closer to community level. The Integrasi Layanan Primer (ILP) model calls for the introduction of a more standardized continuum of care approach that focuses on prevention and promotion, connecting community health workers (and home visits) to the posyandu, then to the pustu prima (a “new” level of care that consolidates multiple community health structures), and then to the puskesmas, ensuring referrals to higher levels of care as necessary.

The PHC transformation is focused on improving preventive services and integrating services based on the life-cycle approach, which includes the integration of mental health in each of the life cycles. In 2022, the MoH piloted the new integrated model for primary health care (I-PHC) in nine districts and identified some challenges in integrating mental health into primary care including: lack of health worker knowledge/skills on mental health and low compliance of health workers in screening their clients for mental health issues during clinical practice.

The MOH is partnering with WHO in development and implementation of this model; MCGL will support monitoring and documentation of the pilot. Through this de-institutionalization pilot, the MOH hopes to reduce the length of care for mental health patients in psychiatric hospitals, improve comprehensive quality of care (mental health and associated physical diseases), strengthen mental health services in the community, engage support from stakeholders and community participation for community mental health services (panti, sentra, etc), and improve availability of mental health services outside of health facilities (in schools, workplaces). As part of its support, MCGL will also review and document effective mental health programming in Sidoarjo, East Java (one of MCGL’s focus districts) where the DHO has begun implementing community-based activities for mental health care, including mental health integrated post (posyandu jiwa), screening, home visits, and some innovative efforts at health center level. These learnings will then be shared with colleagues working on the model in Manado to refine the approaches as needed.

Activities currently agreed with the MOH for MCGL support for this initiative are as follows:

  • Document best practices for community-based mental health service delivery in Sidoarjo – MCGL will conduct workshops with relevant stakeholders who have implemented mental health-related service delivery activities from community to district. All lessons learned will be shared with the team in Manado that is implementing the de-institutionalization pilot so that the model can be modified, as necessary.
  • Participate in development of national guidelines to guide implementation of the de-institutionalization pilot – MCGL will participate as needed in meetings organized by the MOH to develop national guidelines for implementation of a community-based mental health service delivery model. MCGL has been specifically asked to provide inputs to ensure that these guidelines align with ILP strategies and implementation plans.
  • Develop and implement monitoring and evaluation plan for ensuring the effectiveness of the pilot – MCGL will participate in workshop(s) for model co-creation and will then finalize selection of indicators as well as an overall monitoring and evaluation plan to monitor pilot implementation. MCGL will work in partnership with a local consultant and potentially a local university to complete these tasks, as well as to document and disseminate all findings from the pilot.

MCGL is continuing discussions with the MOH, particularly Keswa and PromKes, to identify other community-related activities that may be needed, including production of IEC materials for use by kaders. Based on the results of the overall pilot, including feedback from community members on how to further adjust the model to ensure greater safety, quality and accessibility, MCGL will work with the MOH to develop a plan for model refinement and scale-up.

Regarding this model, MCGL will hire technical expertise or consultant to support the development of IEC material for Mental Health. The consultant will be hired to support the development of IEC Materials for Mental Health in Manado City. S/he will be contracted under the USAID MOMENTUM from May to July 2024, where the payment will be aligned with project deliverables. The organization will review the external collaborator’s performance each installment as required by the project.

Duty station: Jakarta with possible to travel to Manado.

Report to: Advocacy and Community Engagement Lead

Scope of Work

Specific responsibilities include:

  • Conducting situational analysis on mental health practice at community level in Manado, including stakeholders mapping, best practices, barriers factors, and existing communication strategies on enabling community to the mental health issues (including IEC materials).
  • Review existing Mental Health IEC materials and any communication strategy report
  • Drafting GEDSI sensitive Mental Health IEC materials and communication strategy
  • Preparing source of materials for consultation meetings at national level (MoH, Universities, Mental Health Experts, Target Community Institution, and other relevant stakeholders) for draft and finalize IEC Materials and communication strategy.
  • Testing IEC materials in 5 PKM Pilot (including pustu, posyandu) - 5 villages / posyandu, pustu, puskesmas
  • Participating as Resource Person in the dissemination of Implementation on IEC Materials and Communication Strategy
  • Supporting the implementation of mental health project under USAID MOMENTUM Program in close coordination with Advocacy and Community Engagement Lead, Community Engagement and Advocacy Specialist.
  • Other tasks as specified and agreed with the program lead and organization.

Deliverables

  • Progress report as per installment (40%, 50% and 10%)
  • Situational Analysis Report
  • Document of Communication strategy draft.
  • IEC Materials concept and plan of implementation (include content, design, methodology, ways of distribution, targets of population, etc).
  • Presentation and document support for consultative meetings and dissemination.
  • Final Report

Candidates should possess the following qualifications and skills

  • Background, expertise, and experiences in public health and specific to mental health
  • Knowledge and experience in developing IEC materials and communication strategy (paper-based and digital)
  • Familiarity with the Indonesia health system and experience in working with community.
  • Proficient in data analysis and interpretation.
  • Excellent interpersonal skills, both in English and Bahasa Indonesia.
