JOB TITLE: ADVOCACY AND COMMUNITY ENGAGEMENT SPECIALIST

Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: Save the Children seeks a Consultant as an Advocacy and Community Engagement Specialist to provide technical support to Provincial-/District-based MCGL teams for strengthening capacity of DHOs to implement PHC policy, advocacy and community engagement strategies in 44 districts under the USAID-funded MOMENTUM Country and Global Leadership (MCGL) award in five selected provinces of Indonesia (this number will increase to a total of 66 districts by the end of the program). This position will work closely with the Advocacy and Community Engagement technical Lead to provide technical support for the implementation of Advocacy and Community Engagement in PHC.

KEY AREAS OF ACCOUNTABILITY:

The Advocacy and Community Engagement Specialist serves as a technical specialist on advocacy and community engagement. She/he will support:

  • Support the Community Engagement & Advocacy Lead to build the capacity of District coordinators in MCGL focus provinces to work with PHOs, DHOs and other local stakeholders on development and implementation of advocacy and community engagement strategies.
  • Work closely with the Advocacy and Community Engagement Lead to co-design with sub-national team (with relevant community stakeholders) on community engagement strategies and advocacy interventions plan based on findings of the mapping exercise and gap analysis in developing community forum model in partnership at village level and strengthen the capacity of community forum in partnership at district level.
  • Work closely with Advocacy and Community Engagement Lead to document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
  • Under the supervision of Community Engagement & Advocacy Lead to develop the necessary processes tools and guideline for developing the community forum model in partnership and community satisfaction survey.
  • Support the MCGL program to monitor advocacy/community engagement work done by District coordinators and provide feedback as needed.
  • Support the Community Engagement & Advocacy Lead for the development of advocacy and community engagement sections of annual workplans, semi-annual reports and annual reports, incorporating feedback from sub-national MCGL teams.
  • Facilitate the process to strengthen sub-National teams in ensuring the capacity of cadres/community leaders on the Primary Health Care (PHC) initiative.

The minimum support provided to partners is as follows:

Community Engagement

  • Strengthen the capacity of internal MOMENTUM team in Advocacy and Community Engagement
  • Work closely with Advocacy and Community Engagement Lead to develop survey instruments and facilitate MCGL Province and District team orientation and lead the implementation process to improve social accountability process through Client-Satisfaction Survey (CSS)
  • Develop guidelines on the process of disseminating survey results to local partners at district and facility-based levels and support internal MCGL sub-national teams to build the capacity of district stakeholders in designing and implementing feedback mechanisms at facility level.
  • Facilitate the process to develop the implementation strategy to improve the community cadres’ capacities on PHC implementation package
  • Compile the progress report from sub national level on community engagement.

Advocacy

  • Facilitate the process in strengthening the capacity of MOMENTUM sub-national team to conduct resource mapping process on PHC implementation plan in 44 districts
  • Compile the result of mapping resource at sub-national level report that will be used to support the advocacy at National level
  • Assist the province and district team to expand the POKJA roles and cover PHC
  • Monitor the progress of District POKJA performance into dashboard and provide the recommendation through MOMENTUM sub-national team
  • Work closely with Advocacy and Community Engagement Lead to design dashboard to measure PHC performance developed for use at national, district and facility levels
  • Conduct the analysis of budget allocation and execution on PHC Program at sub national and facility-based
  • Compile the progress report of advocacy process in province and district level

Monitoring, Evaluation, Accountability, and Learning

  • Monitor program implementation and completion of deliverables against approved workplans
  • Provide inputs into quarterly, semi-annual, and annual narrative reports with inputs from various SCUS and SCI teams and ensure that they reflect SC’s efforts
  • Highlights capture and develop best practices as a success story report.

Child Safeguarding Policy (CSP) Responsibilities

  • Support full compliance of CSP at the project level, together with their NTT cluster team,
  • Understand and comply with CSP and work in coordination with other colleagues and partners to comply with CSP,
  • Respond to all CSP concerns expressed or discovered appropriately and effectively in consultation with CSP focal point assigned.

QUALIFICATIONS AND EXPERIENCE:

Education and Experience background

  • Bachelor’s University Degree or equivalent in a relevant field
  • At least 5 years of work experience with non-government organizations in Eastern Indonesia, preferably experience on issues directly related to Primary Health Care system in Indonesia
  • At least 5 years intensively working with the community.
  • Proven experience in community engagement and advocacy for the Government at least from District to Provincial Level
  • Experience working on health programming and working with health facilities in Indonesia.
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment.
  • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Excellent written and oral presentation skills, including report writing and dissemination.
  • Fluency in English and Bahasa Indonesia, both verbal and written
  • Ability to travel within Indonesia up to 70%
