Background:

Amid the war in Ukraine, UNICEF has committed to support every child in Ukraine to have access to continuous learning and interacton with other childrenin 2022-2023. A coherent, dynamic, multi-faceted learning and engagement system has been put in place using a three pronged approach that can be scaled-up throughout the country, so that every child can return to learning and engaging with their peers in the new school year.

UNICEF Ukraine recognizes that many children are challenged to resume the face-to-face or distance learning in school. It is also well known that during COVID many children had to do self-learning without much interaction with their teachers or peers. The lessons from COVID have taught us that lack of interaction among children had a great impact on children’s learning and well-being. Based on this, UNICEF Ukraine and partners have now launched the Back to Learning Together initiative that aims to ensure every child in Ukraine has access to an opportunity to engage in learning and interact with other children. UNCEF and partners will do this through a three key platforms of School, Home and Community, and through these platforms will ensure “Learning” and Interaction” for all children.

UNICEF has rolled out a national program on community-based learning aiming to reach 4.5 million children with access to face-to-face community-based learning focusing on life skills and socio-emotional learning. The program will be facilitated by trained volunteers in 1000 communities. The duration of the programme initially is from September 2022-September 2023, with further assessment of possibilities for sustainable continuation and expansion.

The objectives of the programme include:

• Provide socio-emotional learning, catch-up and socializing opportunities for children in all regions of Ukraine;

• Mobilize communities for creating spaces for children to learn beyond schools;

• Engage and train volunteers, mostly youth aged 18-24 to work with children as peer educators and mentors;

• Empower adolescents and youth to design own learning programs to share their knowledge with younger children and equip them with life skills;

• Empower young people to contribute to the humanitarian and recovery response in their regions through UPSHIFT.

Since the beginning of the war, UNICEF has launched a network of Spilno-Youth ‘Meeting points’ to engage volunteers in socio-emotional activities for children focusing on adolescents, benefiting over 60,000 children. Joint program was launched with Office of the President and the Ministry of Youth and Sports “Spivdiia Children”. Ten learning spaces and 20 mobile teams are working to reach 51,000 children within 9 months. Additionally, national volunteering platform with “Ukrainian volunteering service” engaged more than 400,000 young volunteers to support humanitarian activities. Special adaptation of UPSHIFT in Emergency was conducted, empowering 40 young teams (170 young people) to implement their own initiatives. Also, UPSHIFT was launched in Lviv, Zhytomyr and Kropyvnytskyi oblasts. Adolescent-specific psychosocial support activities are being organized with a peer-to-peer modality in schools or beyond, such as through Adolescent Kit for Expression and Innovation.

Purpose of assignment:

UNICEF is looking for an Individual Contractor to support Adolescent Development and Participation (ADAP) unit in Education Section in coordination of community-based learning and youth engagement activities, communication and follow ups with implementing partners, volunteers and local authorities, data collection and quality assurance of life skills/empowerment activities with technical expertise.

Minimum requirements:

Education

Bachelor's degree

Education, Pedagogy (Teaching), Social/socio-economic sciences, International relations, Psychology, Social policy, or related spheres.

Professional experience

  • At least 3 years of coordination of projects related to skills building, non-formal education, youth/adolescent development or socio-emotional learning
  • At least 2 years of experience in youth activism, volunteering, peer-to-peer programs for youth, including coordination and management
  • Experience of engagement with UNICEF or other UN agencies, including as intern or volunteer is an asset

Support ADAP Unit in communication and coordination of around 12 implementing partners in the area of skills-building and socio-emotional learning, adolescent empowerment, menstrual hygiene for adolescent girls.

Suggest capacity building tools and activities for them; monitor the quality of their activities and notify of any issues in implementation; ensure that implementing partners are connected across areas and regions, and their work is synergized; collect data and update information from implementing partners on bi-weekly basis.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
