The Education Cannot Wait (ECW) Secretariat plans to develop up to nine Multi-Year Resilience Programmes (MYRPs) by the end of 2022. For eight countries that currently have MYRPs that expire in 2022, ECW will renew its support through the development of new MYRPs. The MYRP is a programmatic document that brings humanitarian and development partners together to identify and align key priorities. The MYRP’s holistic approach to learning Includes focus on improving learning outcomes, advancing gender equality and empowerment of women and girls, increasing disability inclusion, and the provision of MHPSS for children and educators. How can you make a difference?

ECW is seeking to attract consultants with a profile in education in emergencies programme management and coordination, consultants with expertise in integrating gender and inclusion into education in emergencies programming, and consultants with expertise in strategic planning. In addition to relevant technical experience, the consultant will be expected to have the capacity to facilitate the development process with government, NGO, INGO and UN partners, and write a high-quality programme document.

There are two main outputs of the assignment:

1) Preparation of a final MYRP document that is fully compliant with the ECW MYRP template and guidance and endorsed by the relevant in-country coordination mechanism. 2) Selection of country-level grantees that will implement the ECW Seed Fund component of the MYRP.

Scope of Work:

The consultant is responsible for preparing the MYRP programme document and annexes through a consultative process under the leadership of a country-level MYRP Development Committee, and with guidance from the ECW Secretariat. A country assignment will be based on a consultant’s country-specific expertise and language skills. It is expected that a consultant is fluent in the working language of a specific country. ECW anticipates supporting the following countries with development MYRPs, though this is subject to change: Afghanistan, Chad, Central African Republic, Ethiopia, Myanmar, Palestine, Somalia, South Sudan and Uganda.

In developing a high-quality, gender responsive, inclusive and costed MYRP, the consultant will be expected to ensure that:

  • development process is co-led by the government/relevant governing authorities, and the requisite EiE coordination mechanism(s).
  • consultations includes representatives of affected populations and civil society groups including women’s led organizations, and those organizations that focus on gender and inclusion.
  • reflects ECW’s priority focus on the most marginalized girls and boys affected by crisis with a specific emphasis on improving learning outcomes, gender equality and girls’ education, inclusive education with specific focus on disability inclusion, and the provision of MHPSS for educators and children.
  • aligns with existing country-level strategies and plans.
  • gender responsive and responds to the needs of vulnerable groups including children with disabilities and forcibly displaced children. The MYRP should consider child safeguarding needs to prevent abuse and sexual exploitation, and mental health and psychosocial support where relevant.
  • supports the localization agenda and highlights how grantees will collaborate with local organisations, including women-led organisations and disability inclusion organisations.

In developing the MYRP, the consultant will:

  • Support the establishment of an inclusive MYRP Development Committee. The existing coordination bodies in-country will be responsible for the establishment of a MYRP Development Committee (including a gender-lead organisation to meaningfully support gender integration throughout the MYRP development phase).
  • Map and collect existing relevant documentation (policies, strategies, plans, studies etc.) from relevant offices and coordination bodies through consultation with stakeholders, starting with the MYRP Development Committee.
  • Identify relevant evaluation findings from previous ECW-funded programmes and other comparable at-scale EiE programming. For MYRPs that are currently being implemented, an evaluation may be commissioned to support the development of the next MYRP.
  • Produce a gender-responsive joint analysis of needs by analyzing and summarizing the key documents sourced from the mapping exercise, and integrating relevant evidence, to provide a robust, succinct analysis of the overall situation with regards to access, quality, continuity, protection, gender equality and inclusion.
  • Develop a Theory of Change that demonstrates how the MYRP will address both humanitarian needs and bridge the EiE response with development action, ensuring a gender-responsive and inclusive perspective, using tools such as the IASC Gender with Age Markers.
  • Develop an overall joint results framework that is aligned with relevant existing sectoral results and develop a final version which has the consensus of all education partners.
  • Support the overall MYRP costing exercise to develop a financing framework which identifies gaps and priorities. This will include deciding where ECW seed funds can best be used.
  • Analyze the financial landscape and identify potential funding opportunities to ensure that the MYRP is fully financed.
  • Design a scalable model for the MYRP that leverages the multi-year nature of the programme, includes realistic expectations for seed funding, and sets ambitious targets for the full multi-year programme.
  • Support the process of selecting ECW Grantee(s) – support the education sector and partners to develop a selection criteria/process for the Grantee(s) for ECW seed funds.

Quality Assurance Review Process

Once the full draft of the MYRP is developed, ECW Secretariat will facilitate a three-part quality assurance process: 1) ECW Secretariat Review; 2) presentation of the MYRP to the Education Technical Reference Group; 3) Independent assessment by ECW External Review Panel.

Development Timeline: Additional responsibilities, if required:

The Secretariat generally requires additional technical support through the year. For consultants with expertise in strategic planning and corporate support, ECW reserves the right to retain additional days of a consultant’s time to support other emerging priorities, which could include, but not limited to:

- Technical or strategic support to the development of new MYRPs or FERs. - Support for the development and delivery of the next Strategic Plan as needed. - Support to the process of developing a revised set of MYRP Standard Operating Procedures (SOPs). - Delivery of planned actions responding to recent evaluations of aspects of ECW’s work, for examples actions coming out of the Capacity Development Framework report, MYRP evaluation, FER evaluation, or other reviews.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in a relevant field, including education, international development, humanitarian action, gender studies social work, sociology, psychology, public health and political economy.
  • A minimum of 8 years relevant professional working experience in the humanitarian and/or development fields, preferably in education in emergency contexts.

For the main cohort of EiE consultancy positions:

Demonstrated track record of writing education-based humanitarian response plans and/or development programmes through a participatory process involving stakeholders at multiple levels.

  • Knowledge and experience of the use of INEE’s Minimum Standards for Education.
  • Skills in negotiating competing priorities among multiple stakeholders, and inclusively bringing together diverse groups to deliver consensus. Understanding of approaches for the effective inclusion local organisations and civil society, as well as securing effective buy-in from national and subnational government where relevant. • Effective communication, coordination, facilitation and negotiation skills, both verbally and in writing. • A proven understanding and delivery of programming for inclusion (particularly the inclusion of children with disabilities, refugees and displaced people, and equitable inclusion of girls and boys). • Experience working in the education sector in developing and crisis-affected countries highly preferred.

For the Gender in EiE consultancy positions, all the above, as well as:

• Experience in gender analysis and gender mainstreaming in EiE. • At least 5 years’ experience in girls’ education and empowerment programming in humanitarian settings. • Experience in gender coordination at field level. • Knowledge and experience of the use of the EiE INEE Guidance Note on Gender, EiE genkit, IASC Gender Handbook and other relevant tools for gender integration in EiE. • Fluency in reading and writing French is required.

Duty Station - Remote Based Duration: 1 January 2022 through 31 December 2022

Travel: This is a home based consultancy. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. The consultant/individual contractor is responsible for arranging his/her own travel and submit invoices to UNICEF for payment as part of the contract.

Insurance: UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

PROPOSED PAYMENT SCHEDULE - By Deliverable

Payment upon deliverables/milestones: UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. These payments should be stated in terms of percentage. Also note that UNICEF does not make advance payment except under certain conditions in line with UNICEF Financial Rules and Regulations.

Any additional days or modifications to a consultant's contract will be discussed with the Consultant in advance of modification.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

If selected for this consultancy the resulting appointment will be limited to ECW, a UNICEF hosted fund.
