BACKGROUND

To support UNDP and UNICEF to put in place a monitoring framework that will enable them to track progress on targets relating to public and private finance leveraged under a new partnership. The assignment will involve developing the monitoring framework and an associated capacity development plan for operationalizing the framework at global, regional and country levels with clear roles and responsibilities.

UNICEF and UNDP have created a new Joint Global Finance Flagship Initiative (“the Flagship”), applying joint and innovative financing approaches at a global, regional and country level to radically accelerate public and private financing for SDGs and children. At the global level, the Flagship leverages the two agencies’ complementary expertise to identify critical financing gaps at country level and combines public and private expertise in closing these gaps, in order to achieve better results at scale for children and their families. Over the next two years UNDP and UNICEF will operationalize the Flagship and mobilize a further $100M in public and private sector support for the Flagship. In turn this resource will be utilized in achieving the following targets by 2025:

  • Operationalizing Integrated National Finance Frameworks (INFF) in 100 countries, including a focus on child and vulnerability risk financing in at least 50 countries.
  • Leveraging $15-$20 billion additional public finance for social and climate related SDG goals.
  • Aligning $ 1 trillion public finance with social and climate related SDG goals.
  • Amplifying and Accelerating $7 billion of new Innovative Financing opportunities.
  • Aligning 0.5% of the ESG Market on common SDG objectives.
  • Accessing inclusive insurance and risk finance solutions for 100M people.

Terms of Reference / Deliverables

Scope of Work

To support UNDP and UNICEF to put in place a monitoring framework that will enable them to track progress on the Flagship targets as per the above. The assignment will involve developing the monitoring framework and an associated capacity development plan for operationalizing the framework at global, regional and country levels with clear roles and responsibilities.

The framework will clearly define the terms alignment and leverage in respect to the Flagship’s approach and how this relates to the monitoring frameworks of other organizations including IFIs.

  • Review country programmes in support of INFFs and establish a baseline and develop a common framework for UNICEF and UNDP to monitor impact on leverage and alignment of finance with the SDGs
  • Consult with UNDP and UNICEF country teams, regional finance specialists, global technical leads as well as units overseeing UNICEF and UNDP corporate monitoring systems to determine options for the Finance Flagship monitoring framework
  • Consult and review approaches to monitoring leverage and alignment from IFIs and other key public and private sector partners
  • Draft a monitoring framework for the Finance Flagship including guidelines, tools, reporting templates, monitoring data collection forms etc.
  • An associated capacity development plan for operationalizing the monitoring framework at global, regional and country levels will also be drafted with clear roles and responsibilities.
  • An appropriate platform for data management for the Flagship will also be identified lined as appropriate to UNDP and UNICEF corporate systems.
  • Organize workshops to further refine the monitoring framework with UNDP and UNICEF teams

  • Organize workshops and finalize monitoring framework and capacity building plan

Qualifications

Education

  • Masters in Monitoring and Evaluation, Economics, Finance, Public Policy, Social Sciences or closely related field

Work experience

  • At least 7 (seven) years of professional experience at managerial level in knowledge-management, monitoring and evaluation of complex development programmes or projects in/with a public administration and/or international organization.
  • Experience in monitoring and implementation of the tools/ systems/ processes for gathering, reporting, and analyzing performance data for monitoring of project implementation, including overall M&E frameworks for all project components with a view to assess their effectiveness, learn from past experience, and improve the development of future policies, strategies, programmes, and projects.
  • Experience in evidence gathering protocols and development of Performance Monitoring Plans (PMP) and oversight of their implementation and periodic revision, including design and monitoring of data collection forms for project staff and contracted authorities.
  • Demonstrated experience with multi-level, multi-stakeholder projects operating at the global, regional and country level.
  • Demonstrated experience in working with global, regional and country partners and other agencies, experts and host country staff in planning of monitoring activities.
  • IT affinity and demonstrated experience of working with MS Excel and/or statistical software packages, Visio, survey tools, digital collaboration tools
  • Statistical skills for analyzing data and ensuring programme design is statistically sound.
  • Ability to communicate technically complex information clearly and concisely.
  • Stakeholder engagement, facilitation, and communication skills.
  • Excellent analytical and writing skills.

  • Financial proposal that will include:

  • Your daily/monthly rate (in US$) to undertake the terms of reference.

    • This consultancy is home-based and may involve two missions to New York to consult with the key parties.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
