BACKGROUND

Under the close guidance of the PHC M&E specialist and the overall guidance of the Unit chief, provide technical support to countries on various aspects of M&E for Primary health care at national and sub-national levels as well as the use of various tools for using evidence-based planning and prioritization for strengthening RMNCAH&N programs at the PHC level.

Scope of Work:

  1. To provide technical support as part of the intensive country engagement for monitoring Primary Health Care using relevant tools including the WHO-UNICEF PHC Monitoring framework and indicators as well as PHCPI tools such as VSP and Progression Model at the national and sub-national level in relevant countries where UNICEF is the lead agency.
  2. To provide technical support to countries preparing evidence-based planning and budgeting for priority action on strengthening PHC as relevant to UNICEF using various tools such as EQUIST.
  3. Based on the user feedback and technical applications of EQUIST at the national and sub-national level, provide technical inputs for the development and updating of relevant EQUIST modules within the RMNCAH&N areas.
  4. Make recommendations for use by national partners and UNICEF country offices based on the PHC Measurement and Indicators framework as well as other tools for monitoring PHC.

Terms of Reference / Deliverables

  1. To provide technical support as part of the intensive country engagement for monitoring Primary Health Care using relevant tools including the WHO-UNICEF PHC Monitoring framework and indicators as well as PHCPI tools such as VSP and Progression Model at national and sub-national level in relevant countries where UNICEF is the lead agency
  • VSPs/Progression model developed for at least one country

    31st December 2022 - (60 days)

  1. To provide technical support to PHCPI focus countries preparing evidence-based planning and budgeting for priority action on strengthening PHC as relevant to UNICEF using various tools such as EQUIST
  • Country supported for preparing evidence-based planning and budgeting for priority action on strengthening PHC

    31st December 2022 - (20 days)

  1. To provide technical support to non- PHCPI focus countries preparing evidence-based planning and budgeting for priority action on strengthening PHC as relevant to UNICEF using various tools such as EQUIST.
  • Country supported for preparing evidence-based planning and budgeting for priority action on strengthening PHC for use by UNICEF & Govt

    31st December 2022 - (10 days)

  1. Based on the user feedback and technical applications of EQUIST at national and sub-national level, provide technical inputs for the development and updating of relevant EQUIST modules within the RMNCAH&N areas.
  • EQUIST modules within the RMNCAH&N areas developed and updated based on all feedback received from users

Qualifications

(1) Education

  • Master’s degree from recognized university in international development, public health, economics, political science, social sciences or related area.
  • Language Proficiency English - Knowledge of another official UN language is desirable

2) Work experience

  • Monitoring and evaluation background (degree in public health, statistics, economics or medicine with training on research methodologies)
  • At least 5 years of relevant experience working in public policies.
  • Experience in evaluations and use of data for decision-making
  • Experience in using statistical data analysis packages as well as prior knowledge and experience with EQUIST
  • Prior experience working with UNICEF or other UN organizations on similar projects preferred

3) Competencies

  • Comfortable conducting in-depth interviews
  • Good analytical and writing skills
  • Ability to liaise with diverse groups of stakeholders.
  • In-depth knowledge of the country’s health system
  • In-depth knowledge of data sources available in the country (surveys, routine data, special studies)

  • Strong organizational skills -Possess excellent English.

  • Demonstrates ability to write clear and concise technical writing in English

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
