BACKGROUND

Purpose of Activity/Assignment:

UNICEF is in the process of developing a policy, procedures and technical implementation support tools on Environmental and Social Safeguards (ESS). capacity strengthening package, to support the smooth rolling out and integration of ESS in all its global programmes.

One of the key technical tools under development is the Environmental and Social risks screening matrix. As an initial step in ESS integration, this tool will support the harmonised and consistent screening of programme activities for environmental and social risks. It will be the key tool that will facilitate the categorization of a programme activity or project, and the consequent actions required to avoid, minimize and mitigate any related environmental and social risks.

UNICEF had developed the environmental and social risk screening tool in excel. However, to maximize its use and benefits across UNICEF, the tool needs to be transformed into a more user-friendly platform with enhanced capabilities to allow for simultaneous multiple use and other benefits that are not available in excel.

UNICEF is therefore requesting consultancy services to undertake the following key tasks:

  1. Develop and publish Environmental and Social Standards questionnaires in Microsoft Forms/PowerApps
  2. Adapt and improve related Excel spreadsheets

Scope of Work:

  1. Conduct a comprehensive analysis of UNICEF Environmental and Social Standards --refer to enclosed presentation and spreadsheets.
  2. Develop Microsoft Form / PowerApps questionnaires for each flow and/or sub-flow
  3. Adapt and improve the related spreadsheets with automatic updates from Microsoft Form / PowerApps, ensuring that the final product is not limited to number of users, could be used offline, and can be adapted to multiple languages use.
  4. Field testing of the tool and adapting based on test results.
  5. Training and handover

Terms of Reference / Deliverables

  1. Half-day workshop to present findings and solution blueprint – 29 Jan. 2024.
  2. Published Microsoft Form / PowerApps questionnaires – 29 Jan. 2024.
  3. Adapted and auto updated spreadsheets – 29 Feb. 2024.
  4. Training for ESS staff to maintain Microsoft Form / PowerApps questionnaires and spreadsheets – 8 March 2024.

Qualifications

(1) Education

  • BSc in Information Systems or relevant field, e.g., Data Science, Computer Science, Quantitative analysis

2) Work experience

  • A minimum of three years of progressively responsible experience in Information Systems or relevant field, e.g., Data Science, Computer Science, Quantitative analysis.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential. Knowledge of UN common practices in Information Systems an added advantage.

3) Competencies

  • Microsoft PowerApps
  • Integration and APIs
  • Strong background in data science
  • Proven experience in working with large multinational corporation and/or agencies.
  • Please submit a sample or demo as part of the submission.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system
  • Upload copy of academic credentials
  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
