Consultant Programme & Policy

Overview

Support the development of documents for the Mid-Term Plan IV (2022-2026).

You have:

• An advanced university degree preferably at PhD level in one of the following fields: Economics, Public Finance, Public Policy, Social Sciences, Political Science, or another relevant technical field.
• At least five (5) years of progressive work and experience in the areas of social protection, vulnerable groups and related policy reform areas.
• Experience working with the Government of Kenya particularly on assignments related to National Planning and Budget making Processes.
• Excellent analytical and writing skills demonstrated by proven record of publications and reports relating to analysis of vulnerable groups and policies and programmes for their interventions.
• Excellent communication and advocacy skills to engage in effective consultation at all levels of partners and government departments.
• Good knowledge of fiscal and macro-economics, and social policy in Low and Middle Income country context, particularly in Sub-Saharan Africa.

Education

• An advanced university degree preferably at PhD level in one of the following fields is required: Economics, Public Finance, Public Policy, Social Sciences, Political Science, or another relevant technical field.

Experience

• Experience working with the Government of Kenya particularly on assignments related to National Planning and Budget making Processes.

• At least five (5) years of progressive work and experience in the areas of social protection, vulnerable groups and related policy reform areas, including in-depth experience developing and drafting social development planning and economic policies.

• Excellent analytical and writing skills demonstrated by proven record of publications and reports relating to analysis of vulnerable groups and/or relating to policies and programmes for their interventions including social protection sector planning, social protection policy, strategy and plan development, etc. As a part of the technical evaluation, applicants are requested to provide a recent piece of work completed.
• Excellent communication and advocacy skills to engage in effective consultation at all levels of partners and government departments at the sector and sub-section working group.
• Experience working with multiple international development, UN agencies and partners as well as the State Department for Planning.
• Good knowledge of fiscal and macro-economics, and social policy in Low and Middle Income country context, particularly in Sub-Saharan Africa considered as a strong asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
