BACKGROUND

UNICEF is the lead agency in monitoring the wellbeing of children, with a mandate to support countries in collecting reliable data on children, as well as to track progress against internationally agreed targets including the Sustainable Development Goals (SDGs). The Child Protection and Development (CPD) Unit within the Data and Analytics Section covers a range of topics and populations of interest, including child marriage and children with disabilities. Two data partnerships were created in 2021, and new activities are expected to be implemented over the next few months.

The Child Marriage Monitoring Mechanism partnership was launched in June 2021. It brings together advocates, practitioners, and data experts to end this harmful practice. The purpose of the CMMM is to call attention to the issue of child marriage and galvanize action at the global and national levels by increasing the use of data to strengthen accountability for the elimination of child marriage. UNICEF, as the secretariat of the Child Marriage Monitoring Mechanism, is mandated to lead and support some key activities including the development and curation of knowledge and communication materials, as well as capacity building opportunities.

The Centre of Excellence on Data for Children with Disabilities was launched in 2021. The Centre will help fill data gaps and meet the growing need for coordination, quality oversight and technical expertise in the field. The mission of the Centre is to enhance the ability of stakeholders to make timely and data-driven decisions affecting children with disabilities. To achieve this mission, it will engage in a wide variety of activities, drawing on the principles of partnership, innovation and inclusivity.

The CPD team requires a partnership manager to support these two partnerships and related activities. In particular, the consultant will support the design and roll-out of outreach and capacity building initiatives, as well as pilots for new data collection tools.

Terms of Reference / Deliverables

The purpose of this consultancy is to support the management of the two partnerships above (Child Marriage Monitoring Mechanism and the Centre of Excellence on Data for Children with Disabilities) and related activities.

The consultant will be supervised by the Senior Adviser, Statistics and Monitoring, Child Protection and Development within the Data and Analytics Section.

Scope of Work:

Under the overall direction of the Senior Adviser, the consultant will be responsible for the development of materials, and for supporting the implementation of activities designed to increase the information and engagement of stakeholders around the initiatives outlined above, foster partnerships and advance methodological work.

Specific Tasks:

  • Facilitate the expansion of content and updating of the website for the Child Marriage Monitoring Mechanism, including identification of relevant resources and coordination of inputs from different stakeholders (including core technical team, vendors and internal partners)
  • Facilitate the content development and updating of the website for the Centre of Excellence, including identification of relevant resources and coordination of inputs from different stakeholders (including core technical team, vendors and internal partners)
  • Coordinate the design and roll out of the self-paced online version of the training “Harnessing the power of data for girls”
  • Coordinate the design and roll out of the self-paced online version of the training “Collecting, Analysing and Using data on Children with Disabilities”
  • Coordinate the design and roll out of the online version of two training workshops “Collecting, Analysing and Using data on Children with Disabilities” and “ECD data”
  • Coordinate the design and roll out of a pilot test for new data collection tools
  • Facilitate the organization of data webinars, including reaching out to speakers with agenda and details related to their participation
  • Draft templates for partnership agreements building on a review of partnership agreements implemented by similar Centres of Excellence; the templates will be diversified depending on partners’ profiles, including national statistical offices, line Ministries, academic institutions and organizations of persons with disabilities.

Deliverables:

  • Content curation, selection and engagement of partners for the website of the Child Marriage Monitoring Mechanism, based on analysis of projected use
  • Content curation, selection and engagement of partners for the website of the Centre of Excellence, based on projected profile of users
  • Content curation, selection and engagement of partners for the self-paced online version of the training “Harnessing the power of data for girls”, building on projected profile of key data users
  • Content curation, selection and engagement of partners for the self-paced online version of the training “Collecting, Analysing and Using data on Children with Disabilities”, building on projected profile of key data users
  • Content curation, selection and engagement of partners and participants for training “Collecting, Analysing and Using data on Children with Disabilities” in November 2022, building on projected profile of key data users
  • Develop up to 6 templates for partnership agreements
  • Up to 15 webinars for an internal and external audience

Note this is a product-based consultancy, and payment will be made upon successful completion of the deliverables as outlined below.

Qualifications

(1) Education

  • Master’s degree in Social Sciences, Education, Public Health, International Development or related fields.

2) Work experience and competency

  • At least 15 years of experience in partnerships and project management, preferably around data activities and initiatives.
  • Experience working with online learning platform(s) is necessary.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Excellent oral and written communication skills.
  • Strong organizational, planning, and analytical skills.
  • Ability to work with virtual teams.
  • Exposure to international professional contexts and/or multicultural environments within the United Nations Systems, preferably in UNICEF.
  • Ability to take ownership and initiative and can work both independently and effectively in a team environment.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Fluency in English. Another UN-language (preferably French or Spanish) an asset

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
