BACKGROUND

The Management, Advocacy and Partnerships (MAP) team in the Education Section supports the section as a whole with management, advocacy and partnerships support to implement the Education work plan and effectively respond to the COVID-19 pandemic, including management of a global GPE grant for the development of global goods. The Education Section has embarked on a number of key initiatives, particularly in response to the global COVID-19 pandemic and to strengthen partnerships and resource mobilization, that have led to a substantial increase in workload and hence the need for additional technical assistance.

Terms of Reference / Deliverables

In close collaboration the consultant will work under the supervision of the Senior Education Adviser and team leader of the Management, Advocacy and Partnerships team in the Education Section, and in close collaboration with other team members in a strategic and supportive role to support the Education Section’s priority areas and achieve results for children as follows:

1) Support the Secretariat function for the nine Global Technical Teams by:

  • Providing overall management of the GTT Secretariat
  • Monitoring GTTs’ progress and ensuring activities and outputs are documented and shared
  • Participating in GTT meetings when possible and ensuring documentation of meetings is completed and shared
  • Ensuring GTTs’ knowledge management is up to date on sharepoint sites, membership lists and document libraries, including across the different GTTs.
  • Supporting and liaising with GTTs to increase visibility of outputs and activities through the education newsletter, Partner Group meetings, internal webinars and social media

2) Support and co-lead the completion of the 2021 Annual Results Report by:

  • Supporting the production of the Annual Results Report (review UNICEF staff inputs and other materials and draft components of the overall report);
  • Liaising and conducting consultations with key UNICEF staff and others to gather relevant information
  • Contributing to the first draft report, subsequent drafts and final version of the Annual Results Report in line with report guidelines; including fact-checking and proof-reading, development of stories of the impact of UNICEF’s work in 2021 that link to a broader change; development 4-6 in-depth case studies of countries with high impact interventions based on analysis of field-based data and through communication with UNICEF colleagues in the field;

3) Support the section in the areas of Advocacy, Resource Mobilization and Partnerships by:

  • Preparing the annual consultations with donors, including preparing of briefing notes and inputs
  • Prepare and contribute to the Regular Partner Group meetings in close collaboration with Technical Teams and REAs
  • Supporting public (and private sector) resource mobilization in close collaboration with the Advocacy and Resource Mobilization specialist, including COVID-19 related work.
  • Coordinate completion of the GPE global goods related work, particularly timely reporting and coordinating the communication related work with UNESCO and the World Bank.
  • Support external communications, including focusing on donor visibility and recognition through e.g. social media.

4) Contribute to Internal and External Key Events by:

  • Preparing and supporting the organization of key global high-level education events, including virtual fair on digital learning, in terms of logistics and substance
  • Supporting the organization of internal events, including the Global Education Network Meeting
  • Coordinate related knowledge management, including collection, compilation of sharing of documentation, in close collaboration with key stakeholder and the KM specialist.

Qualifications and Skills

  • An advanced university degree (Master’s degree) in communications, social sciences or related relevant area.
  • A combined minimum of five (5) years of relevant professional experience, writing, communications and/or social media management at the national and/or international levels in the development field and/or in a global private sector company is required.

  • Excellent writing skills for a variety of media.

  • Strong understanding of education communications and advocacy areas.
  • Experience working with UNICEF in the design of education-related advocacy and communication assets is a plus.

  • Ability to work with a diverse team in a rapidly-changing work environment

  • Experience with, or in, multilateral institutions, UNICEF or another UN Agency, Fund or Programme is an asset. Knowledge of UNICEF context essential.
  • Excellent written and verbal communication in English is required, a good working knowledge of another UN language is an asset

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
