BACKGROUND

UNICEF and partners released the first inter-agency estimates on low birthweight with annual estimates from 2000 to 2015, in 2019. The inter-agency estimates on low birthweight are being updated for release in 2022 and support is needed for the development of birthweight data from administrative sources. As part of a broader initiative to institutionalize the full administrative database on birthweight, UNICEF aims to fully integrate all country sources into their Nutrition Database system. This will increase efficiency for future updates and contribute to timely release of high-quality estimates.

Terms of Reference / Deliverables

In close collaboration and working with the Statistics and Monitoring Specialist on Nutrition, of the Data and Analytics Section of Department of Data, Analysis and Monitoring, the incumbent is responsible for supporting the development of the 2022 Edition of UNICEF/WHO low birthweight estimates with specific tasks as follows:

1. Undertaking a search for administrative data sources on birthweight
2. Undertaking a review of the birthweight data from administrative data sources, seeking clarification from countries where needed and abstraction of administrative data on birth weight for up to 130 countries for all available years between 2000 and 2020 into standardized templates
3. Undertaking quality checks of the abstracted data and required revisions for the administrative database on birth weight following review of the double data extractions
4. Undertaking full abstraction of metadata and other key data, cataloguing of the data sources and institutionalizing the database of administrative data on birthweight as part of UNICEF’s nutrition databases

Deliverables include

• Birthweight database for use in country modelling from administrative sources for 130 countries covering the period 2000 to 2020, including data quality checks
• Birthweight database from administrative sources updated with full metadata for up to 130 countries covering the period 2000 to 2020 including documentation of data quality outputs and data source catalogue updated to include all of these sources
• Final birthweight database from administrative sources for up to 130 countries covering the period 2000 to 2020 with data quality checks fully incorporated in UNICEF’s Nutrition databases and data source catalogue updated to include all of these source

Qualifications

(1) Education

• University degree (i.e. Bachelors or Masters) in Nutrition, Statistics, Public Health, Epidemiology or a related field.
• The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Access, MS Word, MS Excel, MS PowerPoint, MS Outlook, and Lotus Notes; experience using statistical software, such as STATA and SPSS, is an asset.

2) Work experience

• At least two years of experience undertaking tasks related to data and database management with some experience at the international level preferred

3) Competencies

• Strong organizational, planning, and analytical skills
• Excellent written and verbal communication in English.
• Good judgment, initiative, high sense of responsibility, tact and discretion.
• Ability to work well in a team environment
• Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

• Financial proposal that will include:

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
