Polio eradication remains one of UNICEF’s highest organizational priorities, declared a Level 3-like emergency by the Executive Director in 2014. UNICEF with its Global Polio Eradication Initiative (GPEI) partners have produced a considerable amount of knowledge and tools that need to be made available and actively shared with internal and external audiences, through its knowledge storage platforms. Furthermore, colleagues working in Social and Behaviour Change (SBC) for polio in countries responding to outbreaks and endemic settings must capture and share lessons learned and best practices around new approaches and successful responses to common challenges to improve program effectiveness.

The HQ Polio SBC Knowledge Management Strategy was developed in 2020 to build an enabling environment where colleagues at country offices, regional offices, and HQ level learn from and support each other in resolving complex social barriers to reach more children with the polio vaccine. The Polio SBC team seeks an experienced Knowledge Management (KM) Specialist to continue implementing its Knowledge Management Strategy. The KM Specialist will be responsible for various activities related to identifying, managing, capturing and sharing critical information to advance technical SBC practice and provide colleagues with the tools they need.

How can you make a difference?

As the KM Specialist, you will be responsible for strengthening the KM Strategy to ensure 1) its activities meet the knowledge generation and sharing needs of the Polio SBC colleagues in HQ, regional and country level, 2) the strategy is aligned with UNICEF’s Global Knowledge Management Strategy and 3) activities leverage any new approaches or tools available at UNICEF, which involves staying up to date with new approaches in KM, at UNICEF as well as connecting with other KM colleagues and polio SBC colleagues across UNICEF.

Key tasks and responsibilities include the following:

1. Implementation of NYHQ Polio SBC Strategy for Knowledge Management

  • Ensures that the existing mechanisms for implementation of the Strategy are well understood and properly applied by all programme staff.
  • Drives the identification of existing knowledge gaps on polio SBC and prioritizing of actions to close them.
  • Provide quarterly monitoring and evaluation updates on the impact and reach of Knowledge Management Strategy implementation. Stay informed of KM activities and offerings across UNICEF, including the recent UNICEF Global KM Strategy.

2. Knowledge capturing

  • Develops analytical summaries, synthesis, fact sheets, and briefs, based on completed reports by the RO/COs, for use by a broad range of stakeholders in collaboration with the respective regional and country offices.
  • Produces four knowledge products (e.g. best practices, case study or lessons learned) from an actively supported country or regional programme.

    3. Knowledge organizing and sharing

  • Manages UNICEF Polio SBC SharePoint sites and public-facing knowledge platform (www.poliokit.org) while timely curating and adding resources and content.

  • Identifies and supports innovative ways and tools to best serve UNICEF's polio SBC knowledge needs through sharing of existing knowledge, specifically through sharing experiences across communities of practice and networks to promote peer learning as well as HQ-RO and CO exchanges.
  • Develop in collaboration with regional offices Polio SBC global newsletter and share it with the global Polio SBC staff and consultants showcasing country, regional and global updates.
  • Coordinate annual update of global mailing lists in Outlook and Mailchimp for all personnel working in Polio Eradication Programme.
  • Support digital delivery of training events by serving as event host/producer, providing administrative support, managing trainee engagement, and sharing resources.

Expected Deliverables / Outputs for the consultancy are listed below (kindly reflect each deliverable with your fee in your fee proposal):

Supporting the organization of knowledge sharing and capacity building initiatives on Knowledge Management (KM) among Polio SBC NYHQ, ROs, COs, Partners, and Donors

1. Development and Dissemination of Quarterly Global Polio SBC Newsletter: Coordinate with regional and country offices to gather content, facilitate translations, design, create and disseminate the Global Polio SBC Newsletter on a quarterly basis - Quarterly: September, December, March, June

2. Creation of KM Tools Presentations: Develop two comprehensive presentations providing guidance on effective use of KM tools for SBC teams in ROs and COs. The tools to be covered include Microsoft SharePoint, Slack, Confluence, Google Workspace, Trello, and Zoom. Ensure suitability for both online and offline training - By December 2023

3. Facilitation of Webinar Sessions: Organize and host five webinar sessions to facilitate discussions on country-specific approaches, global challenges, emerging issues, and new global methods/tools impacting the Polio SBC program. The webinar topics will be picked up from the list below in consultation with the supervisor and the team. 1) Implementing Behavior Change Strategies in Polio Eradication, 2) Understanding and Overcoming Vaccine Hesitancy, 3) Leveraging Community Engagement in SBC, 4) The Role of Communication in SBC, 5) Effective Use of KM Tools in SBC, 6) Monitoring and Evaluating SBC Programs, 7) Addressing Misinformation and Rumors in Health Campaigns, 8) Designing SBC Messages that Resonate, 9) Innovation in SBC: Emerging Trends and Tools, 10) Case Studies of Successful SBC Campaigns - Bi-Monthly

4. Management of UNICEF Polio SBC Online Platforms: Oversee the operation of the UNICEF Polio SBC SharePoint sites and public-facing knowledge platform (www.poliokit.org); weekly curate and add new content/resources; update homepage monthly addressing essential SBC work themes and emerging issues. Weekly update the website. - By 31 July 2024

Provide regular monitoring and evaluation updates on the impact and reach of Knowledge Management activities

5. Yearly 2023 Knowledge Management M&E Report: Collect data from main KM activities (Newsletters, Webinars, Polio kit) to evaluate their reach and impact; generate an end of year KM M&E report and presentation of the results. - By 31 December 2023

6. Mid Year 2024 Knowledge Management M&E Report:Collect data from main KM activities (Newsletters, Webinars, Poliokit) to evaluate their reach and impact; generate a mid year KM M&E report and presentation of the results. - By 30 June 2024

Contribute to capturing internal knowledge on UNICEF Polio SBC programmes through documentation of experiences, in collaboration with other sections and country offices

7. Capturing and Documenting Internal Knowledge: Produce four (4) knowledge products from an actively supported country or regional office, and include these in the quarterly Newsletters and/or publish them on PolioKit (Example products: Case Studies, Best Practices, Lessons Learned, Technical Guides Infographics, Videos, Fact Sheets or articles. - 2 products by Jan 2024 and 2 products by July 2024

8. Capturing and documenting Internal Knowledge: Document two (2) SBC related global, regional, or country events for knowledge sharing purposes and advocacy of SBC work for polio eradication. - 1 by Jan 2024 and 1 by July 2024

To qualify as an advocate for every child you will have…

  • A first university degree in knowledge management, organizational learning, international development, public health, international affairs, or another relevant discipline.
  • A minimum of two (2) years of progressively responsible and relevant work experience and demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities.
  • Demonstrated experience in designing, implementing and editing SharePoint sites and websites for development-specific subjects and assets.
  • Experience in developing and organizing capacity-building activities/events/projects would be an asset.
  • Demonstrated experience in documenting cases/experiences/lessons learned is required.
  • Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through knowledge platforms and activities.
  • Excellent facilitation, program/activity management, written and oral communication skills.
  • Understanding of UNICEF systems and procedures.
  • Working experience within UNICEF or other UN entities would be an asset.
  • Fluency in English and French are required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) is an asset.

  • Financial proposal reflecting: Your all-inclusive (lump sum) fees against the deliverables listed in the terms of references (TOR) including all associated administrative and travel costs.
  • The office selects the individual based on best value for money.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage. Payment of professional fees will be based on submission of agreed satisfactory deliverables.
  • UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
