BACKGROUND

Purpose of Activity/Assignment:

As we approach the end of 2023 and the beginning of a new year, the work on UNICEF’s knowledge management will evolve and increase. The Organizational Learning and Knowledge Management Unit (OLKM) of the Programme Effectiveness Teams (PET) in the Division of Data, Analytics, Planning and Monitoring (DAPM) is finalizing the update of UNICEF’s Medium-Term Global Knowledge Management Strategy 2022-2023 to align with UNICEF’s Strategic Plan 2022-2025 and the new organizational context. The transition from the current to the new Strategy will require the continuous engagement with the existing stakeholder, while reaching out to and including new ones. This is an effort that will involve the engagement of all HQ Divisions, Regional and Country Offices, and hundreds of colleagues across the organization. To accomplish this successfully, OLKM seeks the support of a junior knowledge management (KM) consultant who already has experience with KM and can support the team with deliverables that will advance our communication, staff engagement, and knowledge sharing efforts.

Scope of Work:

Under close supervision of the Knowledge Management Manager, the consultant will support the execution of the key processes needed to ensure a smooth transition from the existing Global KM Strategy to the new updated one. This includes the following areas of work:

  • Launch of the Global KM Strategy update
  • Communications plan supporting the launch and implementation of the Global KM Strategy update
  • KM community and staff engagement activities
  • Analysis of metrics and production of reports
  • Capturing and development of KM case studies and stories from UNICEF offices
  • Coordination with key stakeholders such as KM focal points from Regional Offices and HQ

Terms of Reference / Deliverables

The consultant will be responsible for creating and delivering activities and products aimed at engaging with the UNICEF KM community members and UNICEF offices. These will be agreed on with the OLKM team and delivered under the supervision of the Knowledge Management Manager. The agreed-on activities and products can be delivered through channels such as Viva Engage, Teams, and Zoom, and can include online events, community discussions, documentation of practices, and other approaches. All activities and products will be reported in monthly progress reports that will include recommendations on how to proceed with the engagement activities and the adoption of the Global KM Strategy and its products.

Qualifications

Education

  • University degree in knowledge management, business administration, communication, international development, international relations, and related fields.

    Work experience

  • A minimum of five years of experience in knowledge management, community management, or communications.

  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential

Competencies

  • Experience with community engagement and facilitation.
  • Experience with designing and facilitating engaging peer learning, knowledge sharing, and group reflection sessions.
  • Strong ability to analyze data and present findings in a report.
  • Excellent written communication in English, especially for online publishing.
  • Basic ability with visual design and video editing is a plus.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
