BACKGROUND

As we approach the end of 2022 and the beginning of a new year, the work on UNICEF’s knowledge management will evolve and increase. The Organizational Learning and Knowledge Management Unit (OLKM) of the Programme Effectiveness Teams (PET) in the Division of Data, Analytics, Planning and Monitoring (DAPM) will be closing UNICEF’s Medium-Term Global Knowledge Management Strategy 2022-2023 with a learning assessment, while starting the work on a new updated Strategy to align with UNICEF’s Strategic Plan 2022-2025 and the new organizational context. In the upcoming months it is crucial that the team ensures continuity, so that the good work done so far can continue, while lessons are captured, and solutions are developed to improve areas where there are gaps. The transition from the current to the new Strategy will require the continuous engagement with the existing stakeholders, while reaching out to and including new ones. This is an effort that will involve the engagement of all HQ Divisions and Regional Offices, many Country Offices, and hundreds of colleagues across the organization. To accomplish this successfully, OLKM seeks the support of a junior knowledge management (KM) consultant who already has experience with KM and engagement with offices and personnel within a large international organization.

Terms of Reference / Deliverables

Under close office-based supervision of the Knowledge Management Manager, the consultant will support the execution of the key processes needed to ensure a smooth transition from the existing Global KM Strategy to the new updated one. This includes the following areas of work:

  • Closure of the pilots of the current Global KM Strategy
  • Capturing of the learnings from the current Global KM Strategy
  • Development of case studies and stories from the current Global KM Strategy
  • Analysis and reporting on available metrics
  • Development and analysis of a survey on KM at UNICEF
  • Engagement and expansion of the KM community
  • Launch of the Global KM Strategy 2023-2025
  • Coordination with key stakeholders such as KM focal points from ROs and the Programme Cone.

Qualifications

1) Education

  • A Master’s Degree in knowledge management, business administration, communication, international development, international relations, and related fields.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Teams, and Zoom

2) Work experience (2 years)

  • Experience working on knowledge management in an international organization.
  • Experience with community engagement and facilitation.
  • Experience with designing and facilitating engaging peer learning, knowledge sharing, and group reflection sessions.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential. Knowledge of UN common practices in HR an added advantage.

3) Competencies

  • Strong ability to analyze data and present findings in a report.
  • Excellent written communication in English, especially for online publishing.
  • Basic ability with visual design and video editing is a plus.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact, and discretion.
  • Must be able to juggle multiple simultaneous projects with flexibility to shift priorities in a consensus environment.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
