BACKGROUND

2022 is a key year for the knowledge management work at UNICEF. While the implementation of UNICEF’s first Global KM Strategy continues across the organization, a new updated Strategy will be developed to align with UNICEF’s Strategic Plan 2022-2025 and the new organizational context. To ensure that the team builds on the good work done so far, which resulted in the development of dozens of products (guidance, templates, tools, reference online pages), the collection of concrete examples from offices, and the engagement of hundreds of UNICEF colleagues as well as external partners, the Organizational Learning and Knowledge Management Unit of the Programme Effectiveness Teams seeks the support of a skilled knowledge management consultant who has experience in these areas of work.

Terms of Reference / Deliverables

Under the supervision of the Knowledge Management Manager, the consultant will update and expand the content of UNICEF’s Knowledge Management HUB, which is the internal site where UNICEF personnel can find guidance, tools, templates, and examples on how to effectively do knowledge management work at UNICEF. This will result in updating existing site pages as well as adding new ones. The consultant will also update and create content for the inter-agency toolbox on the use of knowledge, a platform that was created to help UNICEF and UN personnel assess the use of their knowledge products and KM activities. Finally, the consultant will support the team with the internal and external engagement needed to expand the adoption of the existing products developed through the implementation of the Global KM Strategy, while also identifying emerging needs and priorities that will also feed into the development of the new Global KM Strategy. Every month, the consultant is expected to deliver:

  • Two new pages, tools, or examples added to the KM HUB and/or to the Toolkit to Assess the Use of Knowledge.
  • Two strategic meetings, workshops, or peer learning sessions designed and/or delivered.

Qualifications

1) Education

  • A Master’s Degree in knowledge management, business administration, communication, international development, international relations, and related fields.
  • The individual should be highly proficient in a range of web applications, including but not limited to: SharePoint, Teams, MS Word, MS Excel, MS PowerPoint, and MS Outlook.

2) Work experience

  • A minimum of ten years of progressively responsible experience in knowledge management.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential. Knowledge of UN common practices in knowledge management an added advantage.

3) Competencies

  • Expertise in developing sites in Modern SharePoint, especially knowledge portals.
  • A keen sense for visual design, website navigation/interaction and user experience.
  • Expertise in designing and facilitating engaging peer learning, knowledge sharing, and group reflection sessions.
  • Excellent written communication in English, especially for online publishing.
  • Basic ability with visual design and video editing is a plus.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact, and discretion.
  • Must be able to juggle multiple simultaneous projects with flexibility to shift priorities in a consensus environment.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
