You have:
- A minimum of three (3) years of relevant experience working with unstructured or structured information or directly as a knowledge management professional.
- Familiarity on ECM and other UNICEF platforms such as Sharepoint is a must.
- Similar work experience in another UNICEF office – country or regional – preferred.
- Demonstrated ability to build and maintain work relationships.
- Strong attention to detail, interpersonal, listening and presentation skills.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- A university degree in information management, computer science, or data related field or equivalent experience including a basic degree in a social science with relevant work experience in using technology for knowledge management / document repositories.

Purpose of Activity/Assignment****:
The consultant will be responsible for strengthening the enabling environment within SACO for promoting efficiency and effectiveness across all areas of work through the design, implementation - including innovative ways to incentivize usage - and capacity development of all staff, on the Enterprise Content Management system (ECM) – UNICEF’s knowledge management platform.
The purpose and final result of this assignment will be a functioning, sustainable and live document repository and knowledge management platform with capacitated motivated staff who understand how to use the technology to its full capability and ensure that it is regularly used and updated.
How can you make a difference?
SCOPE OF WORK:
- Inception Phase and Project Roll out plan – In discussion with SACO colleagues the consultant will provide a project plan with key milestones for the delivery of the ECM roll out from June – December 2021 that will be communicated to all staff together with an orientation to staff on ECM and its functionalities.
- Design and Development of the UNICEF SACO ECM: Building on the existing work done by SACO ICT and other colleagues and following a discussion on the KM needs of the office, the consultant will finalize the design of the ECM site ensuring to take advantage of the full capabilities of the system. The development of the ECM site will include discussions with key colleagues and uploading of all existing organized electronic documents into the correct folders and populating areas of the site.
- Build capacity, and incentivizing SACO staff to effectively use ECM as a platform for the overall KM-enabling environment. Capacity may include a combination of webinars and virtual orientations, hands on support, mentoring and provided feedback to improve capacity on KM.
- Knowledge Management Governance Structure – Creation of a governance structure for ECM / KM more broadly including ToRs for KM focal points for the office and section.
** The overall number of days shall not exceed the 60 days specified below how the consultancy is part time spread over the course of 7 months.
