Purpose of Activity/Assignment: The preservation of large biodiversity ecosystems and tropical forests is a priority issue for humanity, in view of the acceleration of climate change and its increasingly visible and negative impacts on human communities and for animal and plant species, particularly in developing countries.

The Summit of the three basins of biodiversity ecosystems and tropical forests which concern 36 States from EAPR (Borneo-Mekong and southeast Asia), LACR (Amazonia) and WCAR (Congo) will take place from 26 to 28 October 2023 in Brazzaville (Republic of Congo). The aim of the event is to constitute a global coalition to support the United Nations Decade 2021-2030 for the restoration of ecosystems and will synthesize climate and biodiversity issues raised during the two previous Conferences of the Parties (COP).

UNICEF participation to this international high-level dialogue will be secured through the UNICEF representative in Congo with the support from the WCA regional office. Several opportunities have been identified to position UNICEF in this event, such as:

  • ED/DED Partnerships to have a space in the opening panel where heads of state and ministerial level reps will participate
  • Panel 8: Participation in the panel on civil society/young people/youth voices and impact of climate change on children/youth from indigenous communities
  • Panel 7: Contribute to organizing the carbon market with the aim of selling carbon credits as a source of revenue
  • Panel 3: Advocate on the part of financing for carbon credit to go to a sort of sustainable funds for future generations
  • Explore the possibility of organizing on separate thematic panel on the impact of climate on children and young people like what UNWomen proposes to do for women. Could collaborate with UNWomen to bring in the girl centered approach and UNDP on the aspects of clean energy.
  • Replicating the Children/Youth Day with young people proposing solutions to specific problems related to climate/biodiversity and water issues
  • Presenting how UNICEF’s youth engagement work can ensure better accountability to the affected population from climate actions targeting the welfare of women, children and young people in the indigenous communities of the 3 basins.
  • Etc.

How can you make a difference?

Scope of Work:

The junior consultant will support the coordination, preparation, management, implementation, monitoring and evaluation of the participation of UNICEF to the Summit of the three Basins and the implementation of UNICEF commitments. S/he will also support the development of products related to the event, such as a video on UNICEF work in the 3 regions related to youth and climate, a policy paper with data/facts and call to action and other products.

S/he will be supervised by the Programme Coordinator DRD office and work closely with the partnership unit, with close coordination with the UNICEF office in Congo where the event will take place.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Climate change, environment and related topics
  • Prior Work experience in working with African bodies and international organizations
  • Familiarity with UNICEF programmes, in particular programme related to climate change is considered as a strong asset
  • Prior work experience in the Western and Eastern region is considered as an asset
  • Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    • Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
