In April 2020, the UN Secretary-General called for measures to address a “horrifying global surge in domestic violence” directed towards women and girls, linked to lockdowns imposed by governments responding to the COVID pandemic.

These stay-at-home restrictions have led to forced co-habitation in confined spaces for an indefinite period, potentially increasing the risk of Domestic Abuse. A UNICEF Domestic Abuse Working Group comprised of personnel in the Division of Human Resources (DHR), Staff Counselling and the Office of Security Coordination came together to strengthen our response to support our personnel dealing with domestic abuse. As a result a Domestic Abuse Toolkit for offices was drafted with support from multiple stakeholders.

Terms of Reference / Deliverables

The Internal Communications on Domestic Abuse consultant, will work closely with different stakeholders, under the guidance and coordination of the Domestic Abuse Working Group as follows:

  • Develop tailored communication products for internal audiences based on the content in the Domestic Abuse Toolkit: these may include SharePoint pages, printable flyers, leaflets, etc.
  • Design one pagers (flowcharts) and tailored paths for different audiences in SharePoint on how to respond to Domestic Abuse cases. Audiences may include victims/survivors, Heads of Office, Managers, Human Resources practitioners, the Office of Internal Audit and Investigations (OIAI), the Ethics Office and all personnel.
  • Work with OIAI, DHR, Ethics Office, Regional and Country offices and other relevant stakeholders on a communication plan to roll out the new materials and SharePoint site and mainstream knowledge throughout the organization, including during onboarding.
  • Work with OIAI, DHR, Ethics Office, Regional and Country offices and other relevant stakeholders to integrate content from the Domestic Abuse Toolkit into relevant organizational guidance related to the handling of misconduct.
  • Build a repository of resources consolidating UN-wide, intergovernmental and non-governmental documentation and best practices on handling domestic abuse and utilized the resources for communications materials.

Qualifications

  • Bachelor-Degree level or equivalent in Communications, Graphic Design, Instructional Design, User Experience, or related fields
  • 2+ years of relevant work experience, ideally in internal/corporate communications and/or graphic design (we will ask for work samples)
  • Insight on social sciences: the candidate must demonstrate sensitivity to issues such as domestic abuse, sexual harassment, diversity and inclusion, etc.
  • Proficiency in Microsoft Word and PowerPoint
  • Proficiency with and personal access to graphic design software, preferably Adobe Creative Cloud (you will need to have your own license)
  • Experience with editing on an online platform, e.g. SharePoint
  • Fluency in English (written and verbal)

Assets

  • Experience with modern Microsoft SharePoint is a strong asset
  • User Experience Design (creating user flows to translate complex information into meaningful visual presentations) in a strong asset
  • Experience in the field of Diversity, Equity and Inclusion
  • Experience within the UN System
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) will be an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
