UNICEF and the Statistics Division of ECLAC collects and reports since 2017 the capacities of the countries of the region to produce the Sustainable Development Goals indicators. The data was collected annually through the submission of an excel files which had to be filled out by different national data producers involved in the production of the SDG indicators. With the objective of improving the collections method and the country response, the agencies are now implementing a web application called “Information System on National Statistical Capacities to produce the SDG indicators” hosted on the SDG Gateway.

The aim of the application is to allow countries to load more efficiently the information regarding statistical capacities to report the status of their strengths and challenges for the calculation of the SDG indicators at the national level.

A fundamental requirement for the correct functioning of the Information System is its testing by the representatives of the National Statistical Offices (ONEs) of the region to verify if the web application allows users to manage (list, create, modify, delete and approve) the records in an agile and secure way. It is also necessary to analyze the correct storage and management of the data loaded in the database, validate the information, generate dynamic reports, graphs and tables based on the data previously captured.

This tool will contribute to the annual monitoring of the production and measurement capacities of the 44 indicators related to childhood, obtaining information for the five dimensions of children's rights at the regional level.

How can you make a difference?

Under the direct supervision of the UNICEF Regional Monitoring Specialist, the Statistics and Monitoring consultant will contribute substantively to the period of tests and startup of the National Questionnaire to produce the SDG indicators through the analysis and testing of the Capture and Management Module information. This includes support in training the countries in the management of the application and in the construction of training materials for its correct use, the preparation of reports of observations and proposals for improvement and collaboration in the design of dynamic reports extracted from the database that allows the correct use and analysis of the information.

Specific Tasks:

  1. Propose an operational plan for testing the Information Capture Module and Management Module.
  2. Contribute substantively to the testing phase and startup period of the National Questionnaire to produce the SDG indicators.
  3. Hold meetings with a small group of countries to initiate and follow up the testing phase and the startup period, including the preparation of reports of findings and proposals to improve the system.
  4. Create user manuals (English and Spanish) for the management system of the national questionnaire for the production and SDG indicators.
  5. Develop preliminary reports of the state of the resulting bases.
  6. Support in the design of dynamic reports extracted from the database that allow a correct use and analysis of the information.
  7. Report on the use of the information system to analyze the 44 childhood indicators.
  8. Propose a possible link between the future results of the system and the document progress for all children in the SDG.

Expected Results:

Consultant will be paid by deliverable and based on working days per task agreed with the Supervisor (Regional Monitoring Specialist). Expected deliverables for this consultancy are:

  1. Operational plan for testing the Information System Capture Module and the Management Module.
  2. User manual for the use of the Information System Capture Module and the Management Module.
  3. Technical report with details of the activities carried out and the result of the testing phase and the startup period.
  4. Report on the review of the database structure and on data validation.
  5. Report including a proposal of contents for dynamic reports to be included in the Monitoring Module.
  6. Report which analyses the potential use of the Information System to explore the gaps and the requirements for technical assistance focusing on the 44 SDG childhood indicators.
  7. Proposed link between the skills questionnaire and the progress document for the SDG childhood indicators.

To qualify as an advocate for every child you will have…

Education:

  • At least university degree in economics, statistics, sociology, political science or related. Master's degree in economics, statistics or any of the topics derived from the 2030 Agenda is desirable.

Work Experience:

  • At least 7 years of experience in issues related to strengthening statistical capacities.
  • Experience in compiling, processing and / or handling statistical data to produce social, economic, or environmental indicators.
  • Knowledge of the 2030 Agenda and its SDG indicators.

Languages:

  • Working knowledge of English or Spanish is required. Knowledge of both languages is considered an asset.
  • Knowledge of French will also be considered an asset.

Technical Knowledge:

  • Excellent Communicational management thanks to the execution of executive presentations to authorities, inter-institutional commissions.
  • Critical thinking, qualitative and quantitative analysis. Leadership developed by training and managerial experience, as well as leading volunteer activities and social action.
  • Management of statistical programs.
  • Experience working with qualitative data would be an asset.

Other skills:

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.

Administrative details:

Supervision: The Regional Monitoring Specialist will provide quality assurance and oversight for the consultant’s work with substantial feedback on the quality of the work. ECLAC’s Statistics Division will also take an active role in evaluating the project’s deliverables.

Workplace: Home-based. No travel involved

Duration of contract: Estimated start date of this consultancy is the third week of December 2021 for a period of 7 months.
