This consultancy reports to the Manager, Digital Information Governance in the Strategy, Risk and Governance group of the Information and Communication Technology Division (ICTD) at UNICEF Valencia. The strategic mission of ICTD is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative, digitally enabled solutions for better outcomes for children.

The Strategy, Risk Management and Governance group is responsible for ensuring global ICT support and digital governance by developing and maintaining a strategic digital plan including an enterprise architecture, key digital governance instruments and boards, and managing the digital project portfolio and project plans through a federated portfolio management system and ensuring change management. A key function of the group is also to manage the financial resources of the division, its human resources, ICT procurement, asset management and learning and development.

ICTD’s Strategy, Risk Management and Governance section’s Information Governance function is now undertaking a review of the organization’s 2019 Information Management procedure and related regulatory instruments. Working closely alongside the Manager, Digital Information Governance, the Information Governance Policy Consultant’s primary objective will be to provide expertise and support to UNICEF in reviewing and updating the procedure and related instruments.

1) Analysis of UNICEF’s current context and business needs with respect to Information Governance and Information Management. • Review related corporate policies and measures (systems, roles, programmes) to ensure the Information Governance policy framework is harmonized within the wider UNICEF information and data ecosystem. • Review UNICEF’s current state in terms of active records, records due for retention, and the organization’s current Information Management environment.

2) Review of stakeholder inputs and drafting a revision of the Information Governance and Information Management regulatory framework • Prepare written responses to stakeholder’ questions and inputs • Propose Information Governance and Information Management procedure amendments with supporting written analysis • Contribute to the review, formatting and quality assurance of final drafts

Duration:

The anticipated duration for this consultancy is 6 months. Each deliverable is anticipated to take 3 months to complete. Payment will be made upon satisfactory completion of each deliverable.

Location:

This consultancy is remote based.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in a related technical field. • A minimum of 5 years of relevant professional experience in related to Information Management Experience working in the UN or other international development organizations.

Other Skills and Qualifications: • Excellent planning, organizational, and time management skills. • Experience in Information Management policy development • Strong interpersonal and communication skills. • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
