PURPOSE OF ACTIVITY/ASSIGNMENT:

Malaysia’s population in 2019 was estimated at 32.6 million with a sex ratio of 107 males per 100 females. Around 28% of the population are aged between 10-24. Malaysia is a rapidly aging society and the imperative to invest in Malaysian’s young people has never been more urgent. Particularly as the impact of the Covid-19 health pandemic has further exacerbated deprivations young people were already experiencing. Youth unemployment in 2020 was at 13.9%, which is more than four times higher than the national employment rate (3.3%). The importance of increasing investments to also support youth opportunities for the 3.2 million undocumented and stateless population and 46,157 refugee children living in Malaysia cannot be overstated. This is particularly significant for girls and women, who make up half of the Malaysian working-age population but constitute only two-fifths of the labour workforce.

Building on work across the UN with and for young people, and in line with the UN Youth Strategy. UNICEF has partnered with leading private and public organisations to launch a global partnership dedicated to expanding opportunity for young people, aged 10-24. Generation Unlimited (GenU) initiative is centered on finding new ways to help every young person to get into school, learning, training or employment by 2030 — with a focus on those in the greatest danger of being left behind, including girls, the poorest, those with disabilities, young people on the move and those affected by conflict and natural disasters.

The global strategy of the GenU initiative articulates three main areas of strategic priorities:

1) Reimagining Education through strengthening formal and non-formal education pathways to access online and offline learning and 21st century skill-building;

2) Reimagining Equity and Engagement through fostering and scaling-up opportunities for young people’s civic engagement to enable meaningful and inclusive participation;

3) Reimagining Employability and Entrepreneurship through fostering inclusive entrepreneurship ecosystems by breaking down barriers to financing for youth, particularly young women, and creating pathways for scale-up.

The GenU initiative brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people. The partnership will identify, co-create, resource and scale-up innovative solutions to expand opportunity for young people. Good programmes will be matched with financing and technical support; investors will find viable solutions to invest in and strong accountability mechanisms that provide adequate assurance of results and fiscal management; and young people will participate meaningfully in the co-creation of solutions, informing, advising and helping implement at every step of the way.

A GenU Consultant is expected to play a crucial role to coordinate the GenU programme and will work closely with government, private sector and civil society partners, and internally at UNICEF with programme sections, particularly the Adolescent Development and Participation (ADAP) and Education section. The GenU Consultant will be position within the ADAP section under the primary supervision of the Communication for Development (C4D) Specialist (leading the ADAP portfolio), and under the matrix management system, the Education Specialist as a secondary supervisor to strengthen synergies across the three strategic priorities.

SCOPE OF WORK:

The GenU Consultant will lead the coordination of the GenU programme, including planning, reporting, facilitation of meetings and events and engagements in key partnership dialogues across government, private sector, UN, youth networks and civil society partners.

She/he will also provide critical support in the coordination of the GenU UNICEF Steering Committee and establishment process, including facilitation of multi-sectoral action plans, and cross-sectoral collaboration with UNICEF’s ADAP and Education programmes to streamline and coordinate efforts towards the three GenU strategic priorities on reimagining education; equity and engagement; employability and entrepreneurship. The participation of young people as problem-solvers and engaged members of society is an essential priority which contributes to these strategic priority areas.

She/he will also coordinate evidence generation on key GenU themes; facilitate the MYGenU strategy development; and contribute to knowledge exchange, and preparation of briefing, advocacy and fundraising materials where required.

WORK ASSIGNMENT OVERVIEW:

1. Develop a workplan, timeline for deliverables and estimated budget for implementation of activities. (Deliverables: workplan). (Timeline: 1 week)

2. Support the establishment and coordination of GenU UNICEF Steering Committee and its related functions. (Deliverables: GenU Steering Committee ToR, and, cross-sectoral workplan ). (Timeline: 1 month)

3. Evidence generation (mapping and desk review) research on key GenU strategic priorities (Reimagining Education; Equity and Engagement; Employability and Entrepreneurship) to assess youth employability and skills development needs for youth not in employment, education or training (NEET), in partnership with UNDP and ILO. (Deliverables: ToR for research agency and GenU mapping and research report ). (Timeline: 2 months)

4. Coordinate and provide technical guidance on the development of a Malaysia GenU (MYGenU) strategy, including the mapping of key partnerships and opportunities across the public and private sectors, including youth networks and civil society organisations. (Deliverables: MyGenU Strategy). (Timeline: 4 months)

5. Coordinate the identification and mobilization of key partnerships across the public and private sectors, including youth networks and civil society organisations, in support of and to expand opportunities across the three GenU strategic priorities (Reimagining Education; Equity and Engagement; Employability and Entrepreneurship) (Deliverables: Secure two key partnerships across public, private and civil society sectors ). (Timeline: 3 months)

6. Coordinate the development of a joint action plan with partners (UN agencies, government, CSOs) and programme sections (ADAP, Education, Climate Change and Sustainability, and CSR) on youth skills development, learning, engagement and entrepreneurship programmes to pilot, test and scale-up initiatives (Deliverables: Joint action plan ). (Timeline: 2 weeks)

7. Pilot youth-led initiatives and solutioning programmes in collaboration with UNDP and UNICEF programme sections, and identify and convene mechanisms for financial and technical support for youth skills development, learning, and entrepreneurship, with the private sector and other agencies. (Deliverables: Two youth solutioning labs, and at least one private sector partner to support the scale-up of a youth-led solutioning initiative). (Timeline: 3 months)

8. Produce and contribute to analytical reports, and GenU Country Investment Agenda and other relevant documentation for advocacy and fundraising. (Deliverables: Reports and briefs for advocacy, communications and fundraising ). (Timeline: Ongoing as required)

9. GenU outcome report, including recommendations on the scaling-up of the three GenU strategic priorities as a long-term programme within the new 2022-26 UNICEF Country Programme. (Deliverables: GenU Outcome and recommendation report. ). (Timeline: 3 weeks)

**To qualify as an advocate for every child you will have..

MINIMUM QUALIFICATIONS REQUIRED:**

  • Bachelor’s university degree is required in the field of social sciences, international relations, business sustainability, or a related field;
  • Advanced university degree is preferred, in the field of social sciences, international relations, business sustainability, or a related field.

KNOWLEDGE/EXPERTISE/SKILLS REQUIRED:

  • At least seven years of work experience (and a bachelor’s university degree) is required, related to youth development, education, skills development, entrepreneurship development programme;
  • Or, at least five years of work experience (and an advanced university degree) is preferred, related to youth development, education, skills development, entrepreneurship development programme;
  • Solid experience in partnership development with government and private sector is strongly recommended;
  • Strong Bahasa Malaysia and English oral and written communication skills and analytical skills;
  • Ability to take initiative and work with individuals at different levels;
  • Demonstrable experience of managing complex multi-stakeholder projects;
  • Knowledge of the Malaysian skills and entrepreneur landscape is desirable and previous experience with UNICEF or a UN agency in a Country Office setting would be a strong advantage.

DURATION OF THE CONTRACT

  • The consultancy period is for 11.5 months starting from March 2021

ADMINISTRATIVE DETAILS:

  • Office-based: Kuala Lumpur/Putrajaya, Malaysia
  • Paid time Off : 1.5 days for each full month of service, with a minimum contract duration of one calendar month
