BACKGROUND

UNICEF plays a critical role in monitoring the situation of children and women in the world.

In all of its work, UNICEF programmes focus on the most disadvantaged children, including those living in fragile contexts, those who are affected by rapid urbanization, and those affected by environmental degradation. Among them, children with disabilities are the top priority for UNICEF. UNICEF and the Norwegian government have partnered to promote access to quality education among children with disabilities in low- and middle-income countries in 2021. This consultancy is designed under the project to provide the latest and internationally comparable education data targeting children with disabilities.

Terms of Reference / Deliverables

The purpose of the consultancy is to provide technical support and expertise to project components of the MICS-EAGLE Initiative (MICS-Education Analysis for Global Learning and Equity) focusing on inclusive education. Assignments include data analyses using the latest MICS data, publishing factsheets that include inclusive education indicators, updating statistics data analysis manual by incorporating methods to analyze data from the child functioning module, and developing an inclusive education database. Where travel was originally planned to deliver some of the outputs, virtual means will be used instead. In selected cases, and when the situation allows, the products outlined in this Terms of Reference can be accompanied by some on-site support.

The incumbent is responsible for the following:

1) Inclusive education factsheet • Carry out data analysis for inclusive education using the most recent MICS data. • Coordinate with UNICEF country and regional offices to reflect their views on the factsheets. • Finalize and publish at least five factsheets. The following countries agreed to produce factsheet as of August 2021: Algeria, Cuba, State of Palestine, Turkmenistan, and Kiribati. • Disseminate the final factsheets through country offices and the UNICEF global website. • Provide necessary technical support to UNICEF country offices.

2) Inclusive education database and interactive website • Develop and finalize an inclusive education database based on the recent MICS data. • Draft the landing page of the database for the UNICEF website. • Lead the development of the interactive inclusive education dashboard building on the inclusive education database, targeting users at the country and regional levels. • Plan and carry out webinars to introduce the database and dashboard.

3) Research and methodological development • Revise the household data analysis manual by adding contents related to the child functioning module and inclusive education. • Participate in virtual cooperation meetings with other major agencies to enrich the debate on calculation and monitoring of inclusive education indicators (e.g. UNICEF, UNESCO, World Bank and Global Education Monitoring Report). • Provide capacity development training related to inclusive education data analysis. • Actively engage in the research on inclusive education for new blog posts, research briefs and academic papers for scientific journals.

4) Responding to ad-hoc requests • Conduct any other analysis and provide any other support to the Data & Analytics Section, depending on the organizational need such as analyzing data for blog posts and data check for blogs/papers/documents drafted by internal and external partners.

Qualifications

1) Education • University degree (M.A.) in statistics, social science or a relevant field. • Proficient in STATA and data visualization program (e.g., Tableau). • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint and MS Outlook.

2) Work experience • At least three years of experience in data processing, management and analysis and research, particularly in the education sector. • Advanced knowledge about education data and statistics. • Advanced knowledge about database management. • Advanced analytical and statistical skills. • Experience in analysing MICS using the Child Functioning data is an advantage.

3) Competencies • Excellent organizational skills and ability to prioritize and manage multiple tasks; Strong writing and interpersonal communication skills. • Strong organizational, planning, and analytical skills. • Ability to work in an international environment and under tight deadlines. • Ability to take initiatives and work independently. • Ability to work well in a team environment. • Working knowledge of French, Spanish, Arabic or Russian will be an asset.

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials.
  • Financial proposal that will include:
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information: With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
