BACKGROUND

Purpose of Activity/Assignment:

2023 and 2024 are pivotal years for the UNICEF Immunization Programme. Much has been achieved since the development of the UNICEF Immunization Roadmap in 2017-2018 and much has changed in the external programming environment, UNICEF leadership and organizational priorities. The combined and lasting impacts of COVID-19, climate change have disrupted the lives and immunization services for millions of children. To continue playing its role in line with the mandate, and to remain relevant and effective, UNICEF immunization programme must demonstrate agility, adaptation, and innovation in reorienting its global advocacy focus, resources, and capacities to where we think we can have the most positive impact.

Several strategic processes will start in 2023 or are already underway. UNICEF nears the mid-point of the Strategic Plan 2022-2025 and will initiate the conceptualization of the next strategic programme cycle. Gavi 5.0/5.1 strategy undergoes a mid-term review, with an initial discussion on vision and strategic options for Gavi 6.0. Immunization Agenda 2030 is being shaped to respond to evolving changes, which will require data analysis.

There are a variety of immunization data such as administrative data, surveys, assessments, and evaluations. This data needs to be packaged in a variety of knowledge products that can be used by UNICEF immunization section to inform policy and programme dialogue with Gavi secretariat and others partners.

The purpose of this assignment is to use the available data sets, latest immunization studies, evaluations, perform analysis and generate knowledge products that can inform UNICEF’s policy and programming dialogue internally, as well as within Gavi Alliance and with IA2030, and other immunization stakeholders (governments, donors, CSOs). The knowledge products will be of various types including visualizations such as briefings, updates, maps, graphs, infographics etc.

Scope of Work:

1. Analyze immunization data (WUENIC, administrative and survey), synthesize global immunization evidence on prioritized topics, and package the information – for various internal and external uses and events, including for the UNICEF Zero Doze Leadership Calls; the mid-term review of UNICEF Strategic United Nations Children’s Fund Plan and Gavi 5.1; other global public advocacy and communication events (e.g., UNGA immunization special event).
2. Facilitate the design, management, monitoring, analysis, and packaging of UNICEF’s work on multi- departmental initiatives, such as integrated delivery of immunization and other PHC services, COVID-19 vaccine integration, and Immunization Flagships.
3. Review UNICEF global immunization products, including fact-checking and content updates.
4. Review, consolidate and package UNICEF inputs for Gavi engagements, including for the Programme and Policy Committee, the Alliance Partnership and Performance Team, the Board; for IA2030 Partnership Council. Consolidate, analyze, and package UNICEF immunization programme performance data in relation to Gavi Must Wins, with focus on Catch-up and Recovery, COVID-19 integration, and New Vaccine Introduction (HPV and Malaria).
5. Design, conduct, analyze, and package rapid surveys to understand UNICEF’s view/position, approaches, challenges, insights on selected priority issues (e.g., CSOs engagement or issues prioritized in the Immunization Workplan)
6. Prepare and package public communications for selected global and regional immunization events.

Qualifications

1) Education

• Advanced degree in public health, epidemiology, health economics, international health relations, or another related fields.
• Fluency in English (both written and spoken) is required. Good knowledge of French, Spanish or another UN language is a strong asset.

2) Work experience

• • At least three years of professional experience in public health, health programme management, monitoring & evaluation, health communications, or a related field.
  • Experience working in immunization, with at least some experience in lower income countries.
  • Knowledge of UNICEF immunization and Gavi programming.
  • Experience in project management, communication, and/or monitoring, learning & evaluation.

3) Competencies

• • Excellent written and oral communication skills, including advanced PowerPoint/design skills.
  • Demonstrated ability to work independently.
• Strong analytical skills and experience synthesizing information from multiple sources.
• Ability to use data management and analysis software, such as R or Stata, and other digital tools for data visualization (i.e., ArcGIS, Tableau) is an asset.
• Ability to work in a multi-cultural environment and effectively collaborate across multiple teams.

Requirements:

• Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
• Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
