How can you make a difference?

Support and assist the team in providing wide range of HR services also working in administrative functions by liaise with different units in CSU and programme sections. The consultant will be working in key tasks pertaining but not limited to recruitment, staff entitlement, consultancy assignment, maintaining up-to-date document repository and coordination internally -externally.

Work Assignment:

The consultant will support on the provision of specialized transactional HR activities relevant to recruitment and placement, administration of entitlements, staff development and career development, job classification and/or performance management. Specialized activities pertain to the application of HR regulations, rules and procedures in the context of, on a day-to- day basis. There typically be more complications that arise with a broader variety of solutions that are not always clearly covered in general guidelines, thus requiring a greater capacity to adapt and interpret. To perform the key role above, the consultant requires in-depth knowledge of the subject matter and the capacity to carry out tasks with strong independence.

The consultant will also be working with a high degree of operational independence they are accountable for the achievement of overall service delivery results in more than one HR activities. The scope of HR work typically covers the following transactional HR activities (i.e. recruitment, entitlements management and servicing, classification, staff development, performance management, etc.) as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor.

In consultation with supervisor, more specifically the consultant is expected to:

  • Prepare document in ensuring all relevant forms and actions are completed by staff for next steps to be performed by Global Shared Service Centre.
  • Process a wide range of personnel actions in accordance with UNICEF rules and regulations.
  • Analyse, research, verify, and compile data and information for the purpose of responding to staff queries on areas related to benefits and entitlements.
  • Support recruitment of staff and consultant for lifecycle of recruitment process from preparation and circulating documents until informing the placement.
  • Maintain and prepare all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.
  • Support data analytics: compiles and analyses information and statistics related to posts and staff for reports on staffing trends.
  • Support in learning & capacity development.
  • Support a development of initiatives to encourage employee well-being.
  • Advise client on HR processes under the guidance of HR guidelines.
  • Support clients in using self-service HR systems.

Work Schedule and Deliverables:

The consultant is expected to perform the above office-based work assignment under full-time arrangement on a monthly basis for 6 months period based on agreed work plan with the supervisor of contract.

Estimated Duration of Contract: 6 months: Tentative duration: mid-January – mid-July 2021.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in Social Science; relevant disciplines preferred.
  • A minimum of 6 years of progressively responsible administrative/client service work experience with at least 3 years relevant to the assignment required.
  • Excellent Thai and English communication – verbal and written.
  • Thai Nationality.
  • Computer literacy in MS Office also online researching.
  • Technical Extensive knowledge of HR principles, rules, regulations and procedures.
  • Ability to extract and format data and to solve operational problems on data management.
  • Ability to organize own work, set priorities and meet deadlines also handle multiple priorities.
  • Excellent interpersonal and communication skills with client-oriented focus.
  • Takes responsibility to respond to internal and external service needs promptly and proactively.
  • Able to use own discretion to address unforeseen situations.
  • Proven good track record in demonstrating a high degree of confidentiality.
  • Initiative and good judgment.
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
