Overview

Support global MICS implementation, analysis, and workshops for UNICEF.

You have:

• Master’s degree in Social Sciences, Demography, Statistics, Epidemiology, or other related technical field with significant measurement or analysis component
• At least 10 years of working experience for implementation and management of global household survey programmes
• Advanced skills in analysis of MICS data and standard survey tool development is an asset
• Competent in advanced Excel, Word, PowerPoint, SPSS, Stata
• Native or near-native proficiency in English (oral and written), French is required. Knowledge of another UN language is an asset
• Excellent organizational skills and ability to prioritize and manage multiple tasks
• Strong writing and interpersonal communication skills
• Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include: daily/monthly rate (in US$), travel costs, daily subsistence allowance, estimated costs: visa, health insurance as applicable.
• At the time the contract is awarded, must have in place current health insurance coverage.

BACKGROUND

Multiple Indicator Cluster Surveys (MICS) enable countries to produce statistically sound and internationally comparable estimates of a range of indicators on the situation of children and women, in areas such as health, education, early childhood development, child protection, water and sanitation, nutrition and HIV/AIDS. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions, programme interventions, and for informing the public about the situation of children and women.

Currently, the MICS programme is completing its 6th round, and preparing for MICS7, which will start in 2023. As the MICS programme prepares for the launch of MICS7, it intends to provide high quality technical support to implementing agencies, as well as updating standard survey tools, which is largely dependent on metadata and in-depth analysis of recently completed MICS surveys.

Terms of Reference / Deliverables

This assignment will contribute to the following outcomes:

(1) Support the implementation of MICS in one country (Tunisia),

(2) Undertake fieldwork data quality assessment,

(3) Updating of the Survey Quality Index,

(4) Response and completion analysis of the Foundational Learning Skills module,

(5) Trend analysis of non-response in MICS and DHS surveys,

(6) Analysis of interview durations in MICS surveys,

(7) Support the implementation and organization of 3 Regional MICS workshops as Facilitator

(8) Contribute to the development of 5 MICS7 Complementary Topic packages

With the exception of the first and 7th item, the consultant’s work will cover surveys from around the world and/or focus on development of standards, with no specific regional focus. The first item will be specifically to support the upcoming Tunisia MICS, whereas workshop facilitation (item 7th) will be focused on providing support to the countries attending the workshops of three regions.

Note this is a product-based consultancy, and payment will be made upon successful completion of the deliverables as outlined above.

The consultant will work full-time with child-related data. The presence of personally identifiable information of children will depend on the Memorandum of Understanding signed with different countries as for some countries, all personal data are anonymized and not available to the consultant.

Qualifications

(1) Education

Master’s degree in Social Sciences, Demography, Statistics, Epidemiology, or other related technical field with significant measurement or analysis component

(2) Knowledge/Expertise/Skills required:

• Work experience: At least 10 years of working experience for implementation and management of global household survey programmes
• Advanced skills in analysis of MICS data and standard survey tool development is an asset
• Computer skills: Competent in advanced Excel, Word, PowerPoint, SPSS, Stata.
• Languages needed: Native or near-native proficiency in English (oral and written), French is required. Knowledge of another UN language is an asset.
• Excellent organizational skills and ability to prioritize and manage multiple tasks.
• Strong writing and interpersonal communication skills.

• your daily/monthly rate (in US$) to undertake the terms of reference
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
