The Emergency Procedures complement the UNICEF Core Commitments for Children (CCCs) with an operational set of procedures, designed to aid UNICEF personnel to meet the CCCs. They lay out a package of minimum actions required for all Country Offices (COs) responding to humanitarian situations and reflect the recommendations of Strengthening UNICEF’s Humanitarian Action, the 2020 UNICEF Humanitarian Review. The Emergency Procedures also highlight specific simplifications above existing global policies and procedures, which CO, Regional Office (RO) and HQ staff are mandated to take to facilitate a timely, predictable and efficient response.

The consultant will provide support to the roll-out of the new UNICEF Emergency Procedures. The consultant will work as part of the Humanitarian Field Support Section (HFSS), as well as with HQ inter-divisional focal points, inter-agency partners, regional emergency staff and other field colleagues.

How can you make a difference?

Lead the roll-out of the Emergency Procedures within the organization, including the development of a detailed roll-out plan with a timeline and milestones, as well as tracking progress against the timeline.

• Liaise with HQ and RO colleagues to integrate the roll out of the new Emergency Procedures in RMTs and other relevant forums.

• In line with the roll out plan, draft a series of internal communication messages to communicate to all staff about the new procedures and their application.

• Liaise with the graphic design company on the finalization of the Emergency Procedures and key supporting documents.

• Manage the Emergency Procedures SharePoint and ensure it serves as the main information sharing platform internally.

• Develop a training package for the roll-out of the procedures, including factsheets, Q&As and webinars in English, Arabic, French, and Spanish. Work with HQ and RO colleagues on the delivery of Training of Trainers and oversight of the roll out of the training for CO colleagues.

• Meeting with the Emergency Specialist as necessary to agree on the creative brief, timelines, and deliverables.

The consultant is expected to work under the general guidance of the Chief of the Humanitarian Field Support Section and the direct supervision of the HFSS Desk P4. This is a remote / home-based consultancy.

The consultancy is from January 18, 2021 till May 18, 2021.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in International Relations, Public Administration/Public Policy, Humanitarian Affairs, Development, Social Sciences, or a related technical field.
  • A minimum of five (5) years progressively responsible professional work experience at national and international levels in post-crisis recovery, complex emergencies, humanitarian response and preparedness, including experience in early recovery.
  • Fluency in English and another language is required (French, Spanish).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
