In 2020, UNICEF developed a desk review on UNICEF’s use of HCT in Health in Emergencies, as well as a key considerations paper outlining health-specific considerations when designing humanitarian cash transfer programs. To build on this work, the scope of the consultancy is to develop a UNICEF business case for the use of cash transfers for Health in Emergencies, as well as a training package for key regional and country UNICEF health in emergency staff. The training package will be informed by the business case and focus on the use of humanitarian cash transfers for health outcomes in humanitarian crises. This training would entail a 4-hour long session, which can serve as an add on to health in emergencies workshops and trainings. Given the current situation due to the global COVDI-19 pandemic, it is aimed for the 4-hour training session to be facilitated virtually. This training session is also expected to be translated into an online e-module.

To carry out the scope of this work, we will encourage a health expert and training expert to work jointly, to develop the training material and pilot it in key regions and priority countries.

Under the supervision of the Humanitarian Cash transfer coordinator and in close collaboration with the Senior Advisor for Health in Emergencies within the health section in Programme Division, the consultant will be accountable for the following deliverables:

  1. Develop a UNICEF business case for the use of cash for Health in Emergencies (based on desk review of current available evidence).

  2. Develop 4 case studies on UNICEF’s country-level experience of using humanitarian cash transfers for Health in Emergencies outcomes.

  3. Field test a 4-hour virtual training session (4 training sessions) on the use of cash for Health in Emergencies with key UNICEF country offices, and finalize training materials.

  4. Develop a story board, based on training session, to inform the development of an e-learning module.

PERFORMANCE INDICATORS:

• Quality of the analysis and write up of the deliverables.

• Timeliness of submission of deliverables.

FREQUENCY OF PERFORMANCE REVIEW:

• Regular calls on the progress of the assignment will be scheduled between UNICEF’s focal points and the consultant.

CALL FOR PROPOSALS

To qualify as an advocate for every child you will have…

  • Master’s degree (or equivalent) in public health, humanitarian affairs, international development, or other related fields; Post-graduate certification is an asset.

    • Advanced University degree in Public Health or First University degree with additional years of related work experience and/or training courses.

  • UN experience desired. Previous UNICEF experience is highly desirable.
  • At least 5 years of experience in developing training materials, and facilitation of trainings.
  • At least 7 years of experience in implementing and managing health programmes in humanitarian crises.
  • Direct experience with humanitarian cash transfers.
  • Ability to communicate sensitively to different audiences.
  • Proven evidence of writing skills.
  • Experience/exposure to UNICEF country programme and business model desirable.
  • Ability to work within tight deadlines.
  • Fluency (level C) in English. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian or Spanish is desirable.
