BACKGROUND

Purpose of Activity/Assignment:

Facilitate UNICEF NYHQ, MENA and Iraq Country Office to digitise the Iraq Health Management Information System.

  1. Facilitate stakeholder engagements to develop a requirements definition and later design documents as a road map for Iraq’s integrated HMIS including deployment of DHIS2, birth registration and individual health records, initially with electronic immunization records, followed by digital under-five cards at scale.
  2. Operationalize the 2019 HIS assessment recommendation to develop a unified digital health strategy for e-health and ICT interventions deployment.
  3. Organize and facilitate a Digital Health Convergence Workshop among Iraq digital health actors to:
    1. Promote, advocate, and develop standards for digital health governance, enterprise architecture, information exchange and system interoperability, including rapid assessments of the current digital health status, status of different stakeholders and prioritization of interventions for digital health investment.
    2. Promote and define Iraq’s digital health enabling environment level of maturity and readiness to deploy data-driven digital health interventions at scale, along with relevant milestones to track progress and move forward with additional initiatives.
    3. Develop and align on a digital health interventions advocacy strategy for Iraq, for use in resource mobilization and leverage among global digital health partners and donors.
    4. Develop a costed digital health investment plan with partner scope, responsibilities, and timelines to deploy data driven digital health interventions at scale.
    5. Alignment of these initiatives and outputs with Iraq’s national health guidance, strategies, and approaches to strengthen country institutionalization and delivery of global commitments.
    6. Engage partners on HMIS digitalization including: -
    7. National team capacity to lead and manage various digitalization initiatives in the health sector
    8. Introduction of Realtime reporting of core performance data (e.g. COVID-19 or RI vaccination coverage) and service delivery indicators (initially related to vaccine storage etc.), ultimately based on individual case records
    9. Establishment of GIS mapping standards and platforms for the Iraq health sector (interfacing with those used by the Education, social budgeting, and other social sectors)
    10. Strategies for digitalization of health human resource and supplies/logistic components
    11. High level development of implementation strategies for digitalization of routine health service delivery monitoring and supervision.
  4. Develop a strategy for high-level commitment to financing digitalization of the Iraq HMIS.

Terms of Reference / Key Deliverables:

  • A mission report detailing activities facilitated including recommendations for adaption and HMIS strengthening.
  • A detailed workshop report with activities supported including recommendations and stakeholders engaged
  • A costed strategy for Iraq detailing plans and recommended investments at scale including defined partners responsibilities i.e., UNICEF, CO, RO & HQ

Qualifications

Education:

Advanced university degree in health sciences, health informatics, information technology, public health or other related.

Work experience:

  • At least 7 years of professional experience. Proven experience in the Digital / Electronic Health field – especially on the deployment of information systems and digital solutions, such as decision support and client communication tools. Significant experience in providing technical assistance and thought leadership surrounding the design and implementation of digital health for system strengthening. Significant experience with project management and proven ability to translate complex ideas from various areas into unified, clear guidance is a must. Advanced degree in public health, Information Systems, or Information Communication Technologies with related practical experience.
  • Excellent written and verbal communication skills
  • Experience working in, designing, or deploying digital health solutions in/for low-resource settings
  • Extensive experience working with the digital health/eHealth community
  • Knowledge and experience in community health/primary health care programmes is essential
  • Experience designing and supporting digital health projects with Government (esp. Ministries of Health)
  • Knowledge and experience with DHIS2, OpenMRS, RapidPRO,iHRIS, OpenHIE, MoTECH, CommCare, OpenSRP, etc
  • Familiarity with open-source technology
  • Experience with processing large amount of information and synthesizing it
  • Ability to work in a team and in a diverse work environment.
  • Knowledge of United Nations – particularly UNICEF – processes and work streams is an asset
  • Fluency in Arabic

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference. Or expected lumpsum amount for each deliverable.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
