UNICEF places a high priority on the availability of reliable information with which to monitor the situation of children and women. Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes, as well as for monitoring countries’ progress toward national goals and global commitments, including the Sustainable Development Goals (SDGs).

The manager for UNICEF Health Integrated Database (IHD) which includes maternal newborn child and adolescent health, immunization, and HIV. The IHD manager will support UNICEF in harmonizing the health, HIV-AIDS, and Immunization survey data across multiple survey types such as the Demographic and Health Survey (DHS), Multiple Cluster Indicator Survey (MICS), and the Population-based HIV Impact Assessment (PHIA). Many surveys have been already harmonized, going forward, the work will focus on making the IHD assessable to the different stakeholders and facilitate the use of the IHD. The IHD manager will ensure that the project is well documented, stabilize the R package, and guide/lead the production of IHD derived analytical products.

How can you make a difference?

Under the guidance of the Senior Health and HIV Advisor the consultant will be responsible for the following:

  • manage and coordinate the development of the IHD,
  • improve and add to existing technical documentation of the IHD,
  • write technical methodological papers for internal audiences and for peer-reviewed journals,
  • lead the development of the R package aimed at internal and external users,
  • coordinate the development of the dissemination platform for sharing the IHD microdata and indicators, and
  • lead the development of the analytical products derived from the IHD. Duration: 01 October 2021 to 01 September 2022 (240 days)

To qualify as an advocate for every child you will have…

1) Education

  1. An advanced university degree in software engineering, statistics, epidemiology public health, or other equivalent degrees related to data science is required.

2) Work experience

  • At least 8 years of experience analyzing health and/or HIV indicators collected in large scale household surveys such as MICS and DHS is preferred.
  • Experience and knowledge designing health databases using Databricks, SQL relational databases, and managing web-based applications.
  • Advance knowledge of the statistical programming languages: R. Knowledge of Python or Stata is desirable.
  • Experience writing papers and other technical documentations.
  • Ability to speak and write fluently in English is required; in addition, a good working knowledge of French or Spanish will be an asset.
  • Detail oriented.

3) Competencies

  • Excellent writing and editing skills in English, effective presentation, and report-writing skills.
  • Ability to provide concrete technical and other advisory support on database development, management, and use.
  • Demonstrated ability to plan, manage, coordinate, and monitor day to day workflow in timely fashion, efficiently and with attention to detail.
  • Ability to work independently in multi-disciplinary and multi-cultural settings.
  • Diplomacy and good awareness of dynamics between partners and supporting partnership approaches in different countries.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
