The Division of Public Partnerships (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. The division is doing this by connecting UNICEF’s positioning of children in intergovernmental and multilateral fora and negotiations to the engagement with governments and public institutions as resource, policy and program partners. Large financing institutions which UNICEF defines as “Global Programme Partnerships” (GPPs) represent a critical set of partners for UNICEF, generating in excess of $ 500 million in partnership income in recent years. UNICEF has been working closely with GPPs on issues relevant to the promotion and protection of the rights of the child, particularly with Gavi, Global Fund, Global Partnership for Education, Global Financing Facility, Nutrition International etc.

The continuing effects of the COVID-19 pandemic, and its secondary impacts including delays to routine immunization and the need to support strengthened and resilient health systems have created an unprecedented and timebound surge in GPPs health partnerships for UNICEF, particularly in association with GAVI, the Vaccine Alliance, of which UNICEF is an active member. In the coming months, UNICEF will be instituting an unprecedented surge of GAVI grant partnerships to support both implementation of COVID-19 vaccination globally, and institutional support for more than 50 countries with technical support in order to support countries getting back on track with routine immunization following the COVID-19 pandemic. The surge of support required is anticipated to last until the end of Q2 2023.

How can you make a difference?

Under the supervision of the Partnerships Officer, Public Private Partnerships (PPPs) team, the Consultant will provide professional support with regards to the GPPs health portfolio of the team, notably GAVI, with particular regards to donor reporting, grant management processes and support for development of income and revenue statements and forecasts.

Tasks and Deliverables:

Task 1: Review and clearance of health GPP resource partner agreements and amendments for Senior Advisor’s signature, in compliance with UNICEF rules and regulations. Liaise with COs to trigger extension requests in VISION and submit requests in Service Gateway; review the cases in Service Gateway and submit to GSSC for processing in VISION. -. Maintain and manage funding disbursement database.

Deliverable: Health GPP Resource partners’ agreements and amendments support requests are responded to, cleared and processed, and funding disbursements tracked and applied.

Task 2:

Monitor and review Health GPP resource partner reports in FIORI, reconcile financial figures with system generated financial report (Donor Statement by Activity) for quality control and oversee submission in a timely manner.

Deliverable: All reports are submitted within deadline as verified through the Donor Report Monitoring Report (system generated report from Insight) at the end of the contractconfirmation of resource partner report submission status.

Task 3: Assist in preparation of data analysis on Health GPP resource partner funding and funding trends by using income cube data as required. Coordinate the submission of updates to the PPD planning team, including income projection updates.

Deliverable: Updates on partner funding and trends prepared and submitted.

Task 4: Assist with other Ad hoc request as needed relating to temporary COVID-related surge in funding.

To qualify as an advocate for every child you will have…

  • A university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of five (5) years of progressively responsible professional work experience at national and international levels in the areas of partnerships management, contribution management, report review in an international organization.
  • At least 3 years, previous experience in managing health GPP grant partnerships, particularly with GAVI, required
  • Previous experience with UNICEF grant management, financial and data systems including VISION and Insight a significant asset.
  • Knowledge of office computer systems (Word, Excel, PowerPoint, and Outlook), and internet research tools required.
  • Ability to work in an international and multicultural environment.
  • Excellent written and oral communication skills, with a strong attention to detail.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Requirements:

Duration of agreement: 12 December 2022 to June 30 2023

Cost and Timeframe: Estimated number of workdays for this contract is for 130 days. Applicants are requested to submit a daily rate in USD

Schedule and Duty Station: Consultant to work the stipulated number of days during the contract period. Work may be undertaken remotely from home.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
