Background

The compilation of statistics based on administrative sources is increasingly common. These kinds of statistics are being used to create/improve/maintain base statistical registers; produce statistical outputs directly or in combination with other data sources (e.g. other administrative registers, household surveys and Censuses). Administrative data is also increasingly being used to assess and improve the quality of statistical outputs (e.g., cross validation through microdata comparisons).

Transforming administrative data into statistical data requires the adaptation of this data into statistical registers. This process makes a number of changes necessary, which includes amongst others: changing administrative populations into statistical populations; adapting administrative entities into statistical units (e.g., households, enterprises) – and modifying administrative variables into statistical variables.

UN Women East and Southern Africa Regional Office (ESA-RO) is currently collaborating with the United Nations Statistical Division (UNSD) to expand methodological guidance on the interoperability and linking of different data sources as part of the process of transforming and using administrative data as statistical data and enable better gender identification. This links well with UN Women’s agenda on gender equality and women’s empowerment, as well as the gender data and statistics work done as part of the global Making Every Woman and Girl Count (Women Count) programme. One of the areas of work of the programme under the output of ’providing support to the modernization of statistical practice’ is to strengthen administrative data systems and support the development of new methodologies and tools for more effective data analysis and use.

It is within this context that UN Women, UNSD and UNECA are seeking the services of an international consultant. The main purpose of the consultancy will be to develop standard technical tools that can be used by NSOs and other data producers to convert administrative data into statistical data with special reference to data linkages and interoperability. These technical tools should be accompanied by a training curriculum that can be used for in-country training. The consultant will also be responsible for conducting the training in two countries in the East and Southern Africa region.

Scope of Work:

The overall goal of the project is to create a technical toolkit and training materials showcasing international best practices on transforming administrative data into statistical data with special reference to data integration, interoperability, and linking different kinds of data bases.

Duties and Responsibilities

  • Inception report that contains a literature review, findings of an assessment of current practices and needs of NSOs in the region. The inception report should describe the process and methods that will be used for developing the toolkit and training materials;
  • One toolkit consisting of 30-50 pages and covering data integration, interoperability and linking different data sets within the context of transforming administrative data into statistical data. It should include practical examples from countries in the region and should be compiled as a collection of best practices and practical ‘Ideas and Tips’ of how to achieve data integration, increased interoperability and effectively link different kinds of data;
  • Develop training materials based on the toolkit;
  • Facilitate two country level capacity building workshops to test and use the materials.

Functional Competencies:

  • Demonstrable technical expertise in data integration, interoperability, and data linkages;
  • Demonstrable statistical and related experience in the Africa region;

  • Excellent writing skills.

Required Skills and Experience

Education:

  • Master’s degree in statistics, economics, development studies or related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 7 years experience in working in the field of interoperability and data linkages;
  • Experience in working with National Statistics Office;
  • Experience in working in Africa with Government data systems;
  • Experience in developing capacity building and training materials.

Languages:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
