Background

For the last three years, UNICEF's Internal Communication has been undergoing a pivotal transformation to enable strategic organizational culture change and results-at-scale across the Organization.

The reform of the Internal Communication function began in 2019, following a report issued by the Independent Task Force (ITF) on Workplace Gender Discrimination, Sexual Harassment, Harassment and Abuse of Authority. The IFT recommended that UNICEF “re-conceptualize its internal communication approach and develop a cohesive internal communication strategy” that emphasized “two-way communication,” and called for Internal Communication to be “recast and elevated” as a key enabler of workplace culture and effective organizational management and change. The ITF also recommended that UNICEF “strengthen the necessary mechanisms and support systems, including policies, management practices and specific functions such as DHR, OIAI and Internal Communications.”

Significant progress has been made to date in implementing these organizational recommendations, including:

  • Since 2019, the development and implementation of a first-ever UNICEF Global Internal Communication and Staff Engagement Strategy (GICSES);
  • In 2021, for the first time, ‘Internal Communication and Staff Engagement’ is positioned as a strategic organizational performance enabler in UNICEF’s 2022-2025 Strategic Plan.
  • In 2022, as part of the ongoing effort to reform the Internal Communication function, GCA's Internal Communications Section began developing a global Internal Communication (IC) Governance framework that will include appropriate policies, procedures, standards, and processes for the effective practice of internal communication across the Organization.

In this context, the GCA requires a consultant to support this area of work, coordinating and working with key stakeholders and colleagues in HQ Divisions and Offices, as well as Regional and Country Offices as required.

As part of the portfolio, the consultant will also provide support and inputs to the global ‘Living Our Values’ internal communication and behaviour change campaign, including the rollout of the Spectrum of Behaviours Tool as part of the campaign.

Purpose

The overall purpose of the consultancy is to support the development of a global IC Governance framework that will include appropriate policies, procedures, standards, and processes for the effective practice of internal communication across the Organization. The consultant will be part of the Internal Communication team in GCA and work in close collaboration with relevant teams at HQ, regional and country levels.

Expected results: (measurable results)

  1. Lead on the development of the following key elements of a global Internal Communication Governance framework:
  • An organizational IC policy;
  • SOP for Leadership IC;
  • SOP on IC from functional areas to all UNICEF personnel;
  • SOP for global IC channels (i.e. ICON; uMessage): editorial requirements, submission process, etc.;
  • Any other SOPs, guidelines and reference materials relating to the global IC Governance Framework, as required.

This area of work will require close coordination and collaboration with all relevant stakeholders throughout all stages of the IC Governance framework development, from desk review and drafting to submission of the IC Governance package for approval. Key duties and responsibilities include:

  • Stock-taking: Review, analysis and evaluation of the current IC environment and practices in the Organization (data, reports, internal communications channels).
  • Conceptualization: Drafting, gathering inputs from stakeholders, including through established or new working groups as required.
  • Consultations with appropriate stakeholders and groups: Ensuring review and feedback of the final drafts in alignment with the existing organizational mechanisms and processes;
  • Implementation: Developing the implementation, communication, monitoring, and reporting plan for the governance framework and associated procedures.
  1. Support the global ‘Living Our Values’ internal communication and behaviour change campaign, a new and innovative strategic Internal Communication and Staff Engagement effort to improve values-based behaviours across the Organization: support the rollout of the Spectrum of Behaviours Tool as part of the campaign; provide inputs to other campaign activities as necessary.

Description of the assignment

The consultant will work onsite reporting to the Global Chief of Internal Communication, for a period of 3 months.

Key competences, technical background, and experience required

Education

  • An advanced university degree (Master's or higher) in one or more of the following disciplines: Social Sciences, Law, Business Administration/ Management, Communications or other relevant technical field is required. A first level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Work experience

    • At least fifteen years of relevant work experience at international level in developing and implementing communication strategies and plans, corporate communication governance policies and procedures, and coordinating projects involving multiple stakeholders and partners.
    • Demonstrated experience in internal/corporate communication, with an emphasis on building institutional systems, structures, and processes for the Internal Communication function.
    • Strong track record in drafting documents related to organizational governance and culture.
    • Experience with UNICEF and familiarity with its internal structures and processes.

Skills and attributes

  • Demonstrated strong communication, presentation and writing skills are essential – a clear, concise, compelling writing style, which is adaptable for difference audiences.

    • Excellent interpersonal skills and ability to work collaboratively within a dynamic environment, including an ability to develop relationships and build trust with a diverse range of stakeholders.
    • Excellent analytical, coordination and planning skills.
    • Ability to handle multiple assignments with competing deadlines and to work under pressure.
    • Good understanding of and interest in international development children’s rights or related field.
  • Comfort with technology, including with SharePoint and MS Office 365 tools.

Languages

    • Fluency in English (oral and written). Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
  • The incumbent is expected to use his/her own laptop.
