As emergencies become more frequent, the expectations of UNICEF to deliver on the Core Commitments for Children in Humanitarian Action (CCCs) in a timely and effective manner will continue to increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response. In 2018, UNICEF’s Office of Emergency Programmes (EMOPS) created the Risk Analysis and Preparedness Section (RAPS) to strengthen its ability to perform risk analysis and monitoring, both a light and frequent horizon scan and a deeper analysis of specific situations when needed, drawing on external resources and on available data and analyses on children as far as possible and on the analysis generated by colleagues at CO, RO and HQ levels.

EMOPS is seeking a Geospatial Analysis Consultant to support UNICEF’s contextual risk analysis, emergency preparedness, and emergency response efforts. The Consultant will acquire and maintain data sets, conduct geospatial analysis, and develop static and dynamic geospatial products for CO, RO, and HQ. The contract starts on 01 January 2023 and ends on 30 November 2023.

Purpose of Activity/Assignment

Support UNICEF’s geospatial analysis contributing to emergency preparedness, emergency response, and linking preparedness to programme design.

  • An advanced university degree (Master’s or higher) in Geoinformatics/Geomatics, Geographic Information Systems, Geography, Climate science, Environmental science, Computer Science, Information Technology, or other connected fields;
  • At least 2 years professional experience in geospatial analysis including natural and human-induced hazards; risk analysis experience related to humanitarian work is an asset;
  • Strong skills using Esri or open-source desktop and online geospatial software;
  • Knowledge of geospatial data sources for disaster preparedness and response;
  • Ability to automate data process using Python is an asset; experience with Azure, Databricks is an asset;
  • Strong spreadsheet data analysis skills (e.g. Excel); advanced skills e.g. R is an asset;
  • Spoken and written fluency in English; fluency in a second UN language is an asset.

Payment Schedule

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
